GENERAL MISSION

The AVR Senior Technical Officer (STO) provides technical oversight, compliance monitoring, and capacity development for Victim Assistance (VA), Explosive Ordnance Risk Education (EORE), and Conflict Transformation activities within HI Ethiopia’s Humanitarian Mine Action (HMA) programme. This is a technical, non-managerial role that ensures VA, EORE, and Conflict Transformation (CT) activities are delivered with quality, in alignment with IMAS, NMAS, and HI frameworks. The STO also plays a key role in linking AVR technical pillars to the broader comprehensive mine action approach, integrating them with Land Release operations and context-relevant cross-cutting themes such as livelihoods, food security, health,  and social cohesion. The STO reports directly to the Chief of Operations (CoO), with technical oversight and support provided by HI’s Global AVR Division.

  • MISSIONS / RESPONSIBILITIES (but not limited to):

  • Mission 1: Comprehensive Mine Action Approach

  • Contribute to the planning and implementation of a comprehensive armed violence reduction approach linking VA, EORE, CT, and Land Release.

  • Ensure AVR technical activities enhance the impact of clearance and survey operations by addressing broader community needs.

  • Identify and promote synergies between HMA and cross-cutting themes such as livelihoods/food security, health, disability inclusion, and peacebuilding.

  • Provide technical advice to ensure mine action contributes to CT and sustainable community resilience.

  • Mission 2: Technical Oversight and Quality Assurance

  • Ensure all VA, EORE, and  CT activities comply with IMAS, NMAS, and HI SOPs.

  • Conduct compliance and quality assurance (QA) monitoring visits, producing technical recommendations.

  • Develop/adapt technical tools, standards, and guidelines to strengthen programme quality.

  • Support MEAL and project teams in integrating indicators and technical data collection for VA/EORE/CT.

  • Mission 3: Capacity Building and Technical Support

  • Provide technical guidance, mentoring, and training to HI teams and partners on VA, EORE, and CT.

  • Design and deliver workshops, refresher trainings, and awareness sessions to strengthen technical capacity.

  • Ensure mainstreaming of cross-cutting issues (gender, disability inclusion, protection, child safeguarding) across AVR and HMA.

  • Facilitate learning and institutionalization of technical knowledge within the programme.

  • Mission 4: Strategic and Technical Advice

  • Advise the CoO and programme teams on integrated approaches that connect AVR pillars with broader HMA and humanitarian strategies.

  • Contribute to project development, concept notes, and proposals with technical inputs on VA, EORE, CT, and linkages to Land Release.

  • Promote alignment with HI’s global AVR strategy and ensure context-sensitive adaptation.

  • Mission 5: Research, Analysis, and Learning

  • Support needs assessments, KAP surveys, and impact studies on VA, EORE, and community-based conflict transformation.

  • Document lessons learned, good practices, and case studies demonstrating the added value of AVR integration into mine action.

  • Stay abreast of sector developments and innovations in AVR and mine action, assess their relevance to Ethiopia, and adapt promising practices to keep HI’s interventions impactful and evidence-based.

  • Mission 6: Representation, Coordination, and Advocacy (when delegated)

  • Represent HI in technical working groups on VA, EORE, and CT, as well as Mine Action fora.

  • Engage with mine action authorities, UN agencies, NGOs, Organisations of People with Disabilities (OPDs,) and government bodies to strengthen inter-agency collaboration.

  • Contribute to advocacy initiatives showcasing the role of AVR in improving protection, resilience, and peace outcomes.

  • Mission 7: Reporting and Documentation

  • Contribute to the technical quality of donor reports and external communications related to VA, EORE, and Conflict Transformation.

  • Prepare concise technical reports on quality oversight, capacity building, and compliance missions.

  • Share regular technical updates with the CoO and Global AVR Division.

  • Mission 8: Emergency Preparedness and Response

  • Support preparedness actions to ensure continuity of VA and EORE during crises.

  • Adapt technical oversight and support approaches to humanitarian emergency contexts.

Education and Certifications

  • Bachelor’s degree in social sciences, international development, peace/conflict studies, mine action, or related field (required).

  • Advanced qualifications in AVR, humanitarian mine action, or peacebuilding (desirable).

  • Certification in EORE/VA methodologies (preferred).

Experience

  • Minimum 5 years’ experience in Humanitarian Mine Action/AVR, including VA, EORE, and Conflict Transformation.

  • Proven track record in technical oversight, quality assurance, and compliance.

  • Demonstrated experience in capacity building and training delivery.

  • Experience in linking mine action with cross-cutting sectors (livelihoods, health, peacebuilding).

  • Previous engagement in technical working groups, coordination forums, or advocacy efforts.

Skills

  • Strong knowledge of IMAS/NMAS and AVR technical standards.

  • Excellent training, mentoring, and facilitation skills.

  • Strong analytical, reporting, and documentation abilities.

  • Familiarity with protection, gender, disability inclusion, and conflict-sensitive programming.

  • Excellent interpersonal and intercultural communication skills.

Languages

  • English – fluent (required).

  • Amharic and Tigrinya – fluent (required).
