JSI has historically managed a large portfolio of projects focusing on the quality and equity in access of RMNCAH services, primary health care (PHC), including community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
The Momentum Integrated Health Resilience project is implemented by a consortium led by IMA World Health, is a global initiative that partners with governments and local stakeholders in fragile states and regions. MIHR’s objective is to save lives through increased access to high-quality MNCH-Nutrition life-saving interventions, strengthening partnerships with local organizations, and improving adaptive management to prevent, detect, and respond to health emergencies. MIHR focuses on equipping health institutions and frontline workers with the skills, tools, and resources to sustainably address the leading causes of maternal and child deaths. In Ethiopia, the project has three main objectives: 1) Enhance health facilities' readiness to provide essential quality MCH and nutrition services; 2) Improve access to and utilization of quality MCH and nutrition services through contextualized service delivery models; and 3) Enhance health security by improving emergency preparedness, disease surveillance, and outbreak response.
The Chief of Party (COP) is a full-time position with the MOMENTUM Integrated Health Resilience Activity in Ethiopia. The COP will report to the Country Director—Ethiopia and the MIHR Deputy Project Director. S/he supervises the project’s senior management team in Ethiopia. The COP will have overall responsibility for the successful performance of the approved activities.
Responsibilities:
Serve as MIHR-Ethiopia’s primary project and technical representative with the State Department, the MOH, local community-based and non-governmental organizations, subcontracting agencies, international agencies, and institutions;
Provide overall leadership and coordination in planning, implementation, and evaluation of all activities supported under this cooperative agreement;
Directly supervise the senior management team;
Create strong client relationships and a high level of customer satisfaction, and ensure the project team is responsive to client needs, requirements, and expectations
Design and oversee an annual project cycle that formulates comprehensive annual contract work plans and budgets in accordance with the State Department annual planning cycle and assures the timely disbursement of funds.
Provide directions to the financial and operations team that will be responsible for disbursing all local costs under this Activity, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to the State Department.
Supervise all institutional subcontracts and subawards executed under the prime contract.
Mobilize support for the project from JSI-Ethiopia’s central service and headquarters as required
Ensure quality and timeliness of workplan implementation and completion of activities within budget and oversee risk assurance for program activities;
Oversee the development of appropriate planning, monitoring, management, and control systems to ensure informed decision-making and implementation of project activities;
Oversee monitoring of project activities and ensure incorporation of lessons learned into ongoing activity tasks. Ensure performance against targets. Institute corrective action where necessary;
Produce technical reports, quarterly reports, and other documentation on project progress for submission to stakeholders, as required. Adhere to reporting guidelines and deadlines;
Oversee safety and security management for the project, and work in consultation with the JSI central service to ensure staff safety throughout program activities;
Adhere to and promote JSI’s culture and values and uphold JSI’s standards related to fraud and ethics accountability and management; protection against sexual exploitation and abuse; and child safeguarding.

Required Skills & Qualifications:
Master’s or doctorate degree in public health, health systems and policy, health management, or other related health science fields;
a minimum of 20 years work experiance out of which 10 years in a leadreship position with in INGO and health sector.
Substantial time and progressively responsible program leadership/management experience, and a significant portion must include managing international health projects in a developing country.
Demonstrated experience in institutional capacity development/systems strengthening, including working effectively with a range of counterparts (i.e., government officials, NGOs);
Experience managing similar projects in highly dynamic development environments
Strong English communication skills (both written and spoken);
Demonstrated leadership and experience to build and maintain productive working relationships with institutional partners and stakeholders, including high-level host country governments and international agencies;
Proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce quality results;
Demonstrated experience in program management, administration, financial management and award contractual compliance;
Proven prior experience as project director or COP in the US Government fund projects;
Experience overseeing/managing sub-awardees and grant programming experience preferred;
Willingness and ability to travel both domestically and internationally, as needed;
Familiarity working with the Google Suite of projects (Gmail, Drive, Sheets, etc.) preferred.
