Project  Overview

The Momentum Integrated Health Resilience project is implemented by a consortium led by IMA World Health, is a global initiative that partners with governments and local stakeholders in fragile states and regions. MIHR’s objective is to save lives through increased access to high-quality MNCH-Nutrition life-saving interventions, strengthening partnerships with local organizations, and improving adaptive management to prevent, detect, and respond to health emergencies. MIHR focuses on equipping health institutions and frontline workers with the skills, tools, and resources to sustainably address the leading causes of maternal and child deaths. In Ethiopia, the project has three main objectives: 1) Enhance health facilities' readiness to provide essential quality MCH and nutrition services; 2) Improve access to and utilization of quality MCH and nutrition services through contextualized service delivery models; and 3) Enhance health security by improving emergency preparedness, disease surveillance, and outbreak response.

Position Summary

The Technical Advisor - PHEM provides senior technical leadership, strategic direction, and operational support to the Ethiopian Public Health Institute (EPHI) and its Public Health Emergency Management (PHEM) Department. The core mission of this role is to provide support for strengthening Ethiopia's national and sub-national systems for managing the full cycle of public health emergencies—from prevention and preparedness to effective response and recovery—in line with National PHEM Guidelines, the International Health Regulations (IHR 2005), and the National Action Plan for Health Security (NAPHS). 

Duties and Responsibilities

  •  Lead the development, adaptation, and roll-out of evidence-based Emergency Preparedness and Response Plans (EPRPs) at the national, regional, and woreda levels, ensuring integration of essential health services (e.g., MNCH-N) during crises.
  • Provide technical guidance to EPHI and Regional Health Bureaus (RHBs) on conducting and utilizing Vulnerability and Risk Analysis and Mapping (VRAM) to inform preparedness planning and resource allocation.
  • Support the design and delivery of capacity-building initiatives, training, and simulation exercises (drills/functional exercises) to test system readiness and enhance the competencies of multi-disciplinary Rapid Response Teams (RRTs) and PHEM staff.
  • Advise on strengthening the logistics and supply chain management for essential commodities and support the development of human resources surge mechanisms to ensure service continuity during emergencies.
  • Provide technical expertise for the adoption and effective use of digital platforms (e.g., ePHEM, DHIS2) for real-time data collection, advanced analytics, and evidence-based decision-making.
  • Strengthen the capacity of EPHI/PHEM to rapidly detect, verify, and assess public health threats from both indicator-based and community-based sources.
  • Support the operationalization and functionality of Public Health Emergency Operations Centers (PHEOCs) at various levels, ensuring adherence to the Incident Management System (IMS) structure and protocols during active responses.
  • Provide on-demand, high-level technical assistance during outbreaks and emergencies, focusing on investigation quality, case management, and effective resource deployment.
  • Establish and reinforce effective multi-sectoral coordination platforms that integrate human, animal (One Health), and environmental health sectors, in alignment with the national PHEM coordination framework.
  • Lead and facilitate Inter-Action Reviews (IARs) and After Action Reviews (AARs) following emergency events and exercises to systematically document lessons learned and best practices.
  • Champion the use of real-time monitoring data and review findings to recommend agile and adaptive adjustments to PHEM strategies, plans, and SOPs.
  • Ensure high-quality documentation of program impact and technical assistance, contributing technical sections to high-level reports for MIHR-E leadership, EPHI, and the donor.
  • Master’s Degree in Public Health, Epidemiology, Health Systems, Disaster Management, or a closely related field. A focus on Public Health Emergency Management (PHEM) is highly desirable.
  • Minimum of 8 years of progressively responsible professional experience in public health, with at least 5 years dedicated specifically to emergency preparedness, infectious disease surveillance, or public health crisis response.
  • Proven experience working with national public health institutions (like EPHI/PHEM) on public health emergency management and infectious disease control.
  • In-depth knowledge of the full PHEM cycle (Preparedness, Early Warning, Response, Recovery), including the International Health Regulations (IHR 2005) and Ethiopia's National PHEM Guidelines and SOPs.
  • Experience working on USG funded programs is strongly preferred.
  • Advanced skills in field epidemiology, surveillance data analysis, outbreak investigation, and the application of the Incident Management System (IMS).
  • Excellent communication skills (written and verbal) in English is mandatory. Demonstrated ability to synthesize and present complex technical data to non-technical audiences.
  • Proven ability to establish and maintain strong professional relationships with project team members, donors, government counterparts, and other cooperating agencies.
  • The ability to travel to various regions throughout Ethiopia is required to provide technical support and supervision.
