Swiss Church Aid (HEKS-EPER) Ethiopia is a non-governmental organization (NGO), non-political, non-profit, and secular organization. HEKS/EPER is supporting projects in Ethiopia since 1972, registered under the Charities and Societies Proclamation No. 1113/2019 on October 22, 2019, with registration number 0785 as an “Ethiopian Resident Charity”. HEKS/EPER works with vulnerable communities, including pastoralists, internally displaced persons and female-headed households, providing support in the areas of water, hygiene and sanitation, food security, protection, natural resource management, agroecology, market system development and institutional engagement.

The HEKS/EPER Moyale Field Office based in Moyale town of Dawa Zone in Somali Region, is working on a WASH project, funded by AICS. For this project, HEKS/EPER would like to invite potential bidders for the rehabilitation of 8 BIRKAS/CISTERNS (UNDERGROUND WATER TANKER) which are used as a water supply system in Moyale and Hudet Woreda of Dawa Zone in Somali region. The rehabilitation works include the reconstruction of the roof cover, rehabilitation, construction, and maintenance of silt traps, rehabilitation and maintenance of interior structures, construction and rehabilitation of the water outlet chamber, and construction of a masonry ditch surrounding the Birka. Additional civil and structural works will also be carried out based on the quantified BoQ’s and findings from the site inspection.

BID REQUIREMENTS 

• Potential contractors of level 5 and above category General Contractors with Water Works (GC 5 and WC 5) contracting experience with valid licenses and a recommendation from an INGO or government organizations for similar work experience can obtain a complete set of bidding documents from Swiss Church Aid (HEKS-EPER) Ethiopia by formally requesting the bid document via email from procurement.eth@heks-eper.orgstarting from November 12, 2025, until December 2, 2025.

• All submissions must be made electronically through procurement.eth@heks-eper.orgincluding a scanned copy of the 1% CPO in the financial document folder.

• Bidders are required to demonstrate their methodology, equipment, personnel, work schedule, site visit certificate, and attach related work experience in the technical offer document.

• The filled Bill of Quantities must be submitted in the format provided with the tender documents, including a unit price and adding 15% VAT to the total amount. Changes to the given quantity and specifications are not allowed; bids that do so will be rejected.

• All rates and amounts entered in the Bill of Quantities, or any other documents must be expressed in Ethiopian Birr (ETB). Extremely over or underestimated rates may lead to cancellation.

• The bid will be closed on December 2, 2025, at 5:00 PM. Detailed information on the bidding process and specifications can be found in the Bid Document, which can be requested via email at procurement.eth@heks-eper.org.
