Project Overview

The Momentum Integrated Health Resilience project is implemented by a consortium led by IMA World Health, is a global initiative that partners with governments and local stakeholders in fragile states and regions. MIHR’s objective is to save lives through increased access to high-quality MNCH-Nutrition life-saving interventions, strengthening partnerships with local organizations, and improving adaptive management to prevent, detect, and respond to health emergencies. MIHR focuses on equipping health institutions and frontline workers with the skills, tools, and resources to sustainably address the leading causes of maternal and child deaths. In Ethiopia, the project has three main objectives: 1) Enhance health facilities' readiness to provide essential quality MCH and nutrition services; 2) Improve access to and utilization of quality MCH and nutrition services through contextualized service delivery models; and 3) Enhance health security by improving emergency preparedness, disease surveillance, and outbreak response.

Position Summary

The Demand Creation and Community Mobilization Advisor will provide technical leadership and strategic direction for designing, implementing, and monitoring interventions that strengthen demand for MNCH-N services, increase community engagement, and promote behaviors that support health system resilience and emergency preparedness. The Advisor will work closely with the Ministry of Health (MoH), Regional Health Bureaus (RHBs), local partners, and the MIHR E project team to ensure that evidence-based, culturally appropriate demand creation and community mobilization approaches are effectively integrated across all project activities. The role emphasizes increasing service uptake, improving linkages between communities and health facilities, and supporting risk communication and community engagement during public health emergencies.

Duties and Responsibilities

• Provide overall technical leadership in developing and implementing comprehensive demand creation and community mobilization strategies to promote increased utilization of RMNCH-N, WASH, IPC, and health resilience services, including Risk Communication and Community Engagement (RCCE) during emergencies.
• Support the design, adaptation, and contextualization of national demand creation and community engagement materials and tools, ensuring they align with MoH priorities and are tailored to local implementation contexts.
• Ensure that demand creation and community mobilization approaches are integrated across all project components, addressing social and behavioral determinants at individual, household, community, and system levels.
• Build the capacity of regional and woreda health teams, Health Extension Workers (HEWs), and local partners through mentorship, training, and supportive supervision on community engagement, mobilization techniques, and demand creation planning.
• Work closely with MoH, RHBs, EPHI, civil society organizations, and media partners to harmonize community engagement activities, strengthen community platforms, and participate in relevant national and regional technical working groups.
• Conduct community mapping as needed, audience segmentation, and message validation to inform tailored and culturally appropriate demand creation interventions.
• Lead and support the rollout of community-based platforms such as community dialogues, Health Post Open House events, Community Action Cycles (CAC), school health activities, and other participatory approaches that strengthen linkages between communities and health facilities.
• In collaboration with the LME team, develop and apply monitoring frameworks to track demand creation and community mobilization efforts, analyze trends, and document best practices, success stories, and lessons learned.
• Champion innovative and multimedia community engagement models, including digital, mass media, and local community-driven approaches to improve service uptake and reinforce positive health behaviors.
• Contribute to annual work planning, budgeting, reporting, and adaptive management related to demand creation and community engagement activities.

• A Master’s degree in Public Health, Health Promotion, Behavioral or Social Sciences, Development Communication, or a related field, with 8–10 years of progressively responsible experience leading or advising demand creation, community mobilization, or public health communication programs in Ethiopia.
• At least five years of experience supporting USG or other donor-funded projects in MNCH, Nutrition, WASH, or Health Resilience/Emergency Preparedness.
• Proven experience working collaboratively with MoH, RHBs, woreda health systems, and community structures to design and implement community engagement and demand creation interventions.
• Strong knowledge of Ethiopian health policies, strategies, community engagement guidelines, and experience building strong partnerships with government actors and local organizations.
• Demonstrated ability to translate community insights, research findings, and contextual evidence into practical demand creation approaches that increase service uptake and support resilience.
• Comprehensive understanding of Ethiopia’s Health Extension Program, community platforms such as the Women’s Development Army (WDA), schools, faith-based structures, and other community networks.
• Experience developing and implementing multimedia or community-driven mobilization activities, including radio programming, print materials, digital content, and community events; familiarity with tools for monitoring behavior or service-uptake trends.
• Strong organizational, analytical, coordination, and facilitation skills, with proven ability to plan, implement, and document project activities in a fast-paced environment.
• Excellent oral and written communication skills in English and Amharic, with proficiency in data analysis and reporting; knowledge of additional local languages is an asset.
• Willingness to travel frequently to regions, woredas, and community sites as required
