JSI has historically managed a large portfolio of projects focusing on the quality and equity in access of RMNCAH services, primary health care (PHC), including community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change. 

Project Overview

The Momentum Integrated Health Resilience project is implemented by a consortium led by IMA World Health, is a global initiative that partners with governments and local stakeholders in fragile states and regions. MIHR’s objective is to save lives through increased access to high-quality MNCH-Nutrition life-saving interventions, strengthening partnerships with local organizations, and improving adaptive management to prevent, detect, and respond to health emergencies. MIHR focuses on equipping health institutions and frontline workers with the skills, tools, and resources to sustainably address the leading causes of maternal and child deaths. In Ethiopia, the project has three main objectives: 1) Enhance health facilities' readiness to provide essential quality MCH and nutrition services; 2) Improve access to and utilization of quality MCH and nutrition services through contextualized service delivery models; and 3) Enhance health security by improving emergency preparedness, disease surveillance, and outbreak response.

Role Summary       

The Consultant will serve as a field-based technical expert at the cluster level, providing direct, operational support to Primary Health Care Units (PHCUs) and their respective Woreda Health Offices. This pivotal role focuses on improving the efficiency, clinical quality, and management of core services, with an emphasis on Maternal, Newborn, Child Health (MNCH) and integrated Nutrition interventions (e.g., IMAM, IYCF). The Consultant will facilitate the implementation of MIHR-E's service delivery strategies, ensuring local staff master the methodologies required for continuous Quality Improvement (QI) and sustainable operational resilience in these critical areas.

Key Responsibilities 

  • Service Assessment: Conduct regular, hands-on facility assessments and site visits to rigorously evaluate the delivery, integration, and readiness of MNCH and Nutrition services (including Integrated Management of Acute Malnutrition (IMAM) and Infant and Young Child Feeding (IYCF) practices).
  • QI Action Planning: Facilitate PHCU staff and management in developing locally-owned, evidence-based action plans for implementing focused Quality Improvement (QI) projects specific to MNCH and Nutrition service delivery.
  • Integration Support: Work directly with health facility managers to ensure that Nutrition services are fully integrated into MNCH and other primary healthcare platforms, promoting seamless screening, referral, and comprehensive patient care.
  • Clinical Audits: Facilitate and support the implementation of timely clinical audits and chart reviews focused on adherence to national standards for MNCH care and Nutrition protocols.
  • Gap Assessment: Conduct regular skill and knowledge gap assessments among PHCU staff on core MNCH clinical practices, Nutrition case management, and Quality Management methodologies.
  • Workforce Development: Support Woreda Health Offices and facilities in the cluster to establish and regularly update their training database, ensuring staff development addresses identified competency gaps in MNCH and Nutrition.
  • Supportive Supervision: Provide timely, structured supportive supervision and technical mentorship on QI tools, data utilization, and effective service delivery management practices for MNCH and Nutrition services.
  • Operational Troubleshooting: Offer practical solutions and technical guidance to facility staff to resolve operational barriers that impede the delivery of high-quality MNCH and Nutrition services.
  • M&E Tracking: Establish and maintain simple monitoring and tracking systems at the facility level to measure the performance and impact of MNCH and Nutrition services (e.g., coverage, quality of care indicators).
  • Data Analysis and Use: Collect, analyze, and report on core service delivery data to inform local evidence-based decision-making and ensure facility management prioritizes areas for improvement in MNCH and Nutrition outcomes.
  • Coordination: Maintain active, day-to-day coordination and foster a smooth work relationship with Woreda Health Office and PHCU management and technical experts.
  • Reporting: Prepare regular progress reports and documentation on activities, achievements, and challenges related to MNCH and Nutrition service delivery at the cluster level.
  • BSC in health-related fields with a focus on reproductive, maternal, newborn, child, and adolescent health or health service management or related fields.
  • Minimum of 7 years of experience working in the private or public health sector, with a proven track record in supporting private or public health facilities at the district level.
  • Experience of working in health facilities at least for 2 years and has solid knowledge on hospital-level care 
  • Solid understanding of quality improvement methodologies and tools in healthcare settings, especially in the area of RMNCAH.
  • Extensive experience in developing and nurturing successful public-private partnerships in the healthcare sector, particularly in the context of RMNCAH services.
  • Familiarity with Ethiopia's healthcare system, policies, and regulations pertaining to RMNCAH services and public health facilities.
  • Strong leadership and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • Speaking of more than one local language is a plus.
