Job Purpose 

Under the direct supervision of the Health and Nutrition Officer, the Midwife Nurse will be responsible for implementing maternal, adolescent, and reproductive health activities in Ewa Woreda. The role focuses on delivering high-quality, integrated services through both facility-based and community outreach approaches. The Midwife will lead Social and Behaviour Change Communication (SBCC) and individualized counselling for pregnant and lactating women (PLWs), adolescent girls, and children, with an emphasis on maternal and child health, nutrition, HIV/AIDS and STI prevention, hygiene, and sanitation.

She/he will facilitate and deliver capacity-building trainings for healthcare workers, Health Extension Workers (HEWs), and community health volunteers, while also providing continuous coaching, mentoring, and technical support. The Midwife will take part in planning and conducting supportive supervision and monitoring and evaluation (M&E) activities to ensure the quality, access, and impact of program interventions.

Furthermore, the Midwife Nurse will collaborate closely with woreda health office, Health facility staff, government stakeholders, and implementing partners (IPs) to strengthen integrated service delivery, health data management and resource coordination. The position also involves contributing to timely and accurate reporting, participating in coordination meetings, technical working groups, and representing the project at the woreda, kebele and community levels.

Key Responsibilities 

Maternal, Newborn, and Reproductive Health Service Delivery

  • Provide technical support and direct care related to sexual and reproductive health (SRH), including antenatal care (ANC), postnatal care (PNC), safe and clean delivery, essential newborn care, birth preparedness, and skilled birth attendance.
  • Facilitate access to family planning services, post-abortion care, and comprehensive counselling on early pregnancy, sexually transmitted infections (STIs), and HIV/AIDS.
  • Establish and strengthen adolescent and youth-friendly SRH services at schools, health centers, and health posts to ensure accessible and quality AYSRH services.
  • Conduct outreach and awareness-raising sessions targeting women, youth, and adolescents on reproductive health, early marriage, early pregnancy, and gender-based violence (GBV) prevention.
  • Promote healthy timing and spacing of pregnancies
  • Utilize IEC/BCC to increase knowledge of MCH and FH/RH service access

Capacity Building and Technical Support

  • Facilitate capacity-building trainings for health workers, health extension workers (HEWs), and community health workers (CHWs) on maternal and adolescent reproductive health, skilled birth attendance, family planning, safe abortion care, and postnatal services.
  • Deliver on-the-job training and clinical mentoring for healthcare providers to improve the quality of obstetric and neonatal care at health facility and community levels.
  • Support traditional birth attendants and women's groups through knowledge-sharing, coaching, and regular follow-ups.

Community Engagement and Health Promotion

  • Conduct health education and SBCC sessions on maternal and child health, HIV/AIDS, STIs, family planning, and pregnancy-related complications at community and facility levels.
  • Organize cooking demonstration events promoting dietary diversity and maternal and child nutrition practices in collaboration with nutrition teams.
  • Organize a pregnant women conference in collaboration with the health facility staff.
  • Promote timely care-seeking behaviours among pregnant and lactating women, adolescents, and young mothers.
  • Establish and Facilitate community dialogues on SRH and maternal and child health through M2MSGs, women’s forums, and youth clubs.

Quality Improvement and Supportive Supervision

  • Conduct regular joint supportive supervision visits with woreda health officials to health facilities and health posts, providing coaching and technical oversight.
  • Ensure that midwifery and reproductive health services follow national guidelines and protocols to deliver high-quality care.
  • Provide feedback and recommendations to improve the functionality of maternity units, youth-friendly corners, and newborn care services.
  • Support facilities to improve infection prevention and control (IPC), emergency obstetric care (EmONC), and vaccination services. 

Coordination and Collaboration

  • Work in close coordination with the woreda health office, women’s affairs office, schools, and local leaders to ensure integrated and gender-sensitive programming.
  • Collaborate with NGOs, UN agencies, and other implementing partners to align efforts and participate in joint planning, supervision, and learning events.
  • Support the referral and linkage of clients to appropriate services and ensure follow-up care is provided.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Participate in baseline surveys, assessments, and routine monitoring to track progress and performance on maternal and adolescent health indicators.
  • Compile and report data related to MCH services, training sessions, outreach activities, and community engagements.
  • Contribute to documenting success stories, lessons learned, and innovations in maternal and adolescent health interventions.
  • Ensure safeguarding, gender equity, and inclusion are considered and reflected in all program activities and reports.

Reporting and Documentation

  • Prepare and submit accurate and timely activity reports, training reports, and monitoring findings to his/her immediate supervisors and relevant stakeholders.
  • Support woreda health offices in data collection, documentation, and reporting through the national HMIS system.
  • Monitor and support efficient use of resources and maintain accountability in line with donor and organizational requirements.

Additional Responsibilities

  • Perform other relevant duties as assigned by the health project manager or Health and Nutrition officer in support of maternal and adolescent health outcomes. 

Personal Specification

Formal Education/Qualification and Work Experience 

  • Bachelor’s degree in Midwifery or Nursing with a minimum of 4 years work experience (ideally in an international organization).

  • Experience in working with government counterparts and other partners at woreda level for public health/primary health care management preferably in the Oromia region. 

Personal Skills and Competencies

  • Good understanding of the health sector at field levels with particular focus maternal and child health. 

  • Proven programme implementation and management experience including working within/with government health system.

  • Demonstrable experience in facilitation of training/workshops. 

  • Good communication and interpersonal skills. 

  • Excellent ability to speak and communicate in Affan Oromo language with good spoken and written English skills.

  • Excellent interpersonal skills and able to work in a multicultural team.

  • Good computer skills (particularly Microsoft Excel, Word and PowerPoint)

  • Previous relevant experience in the INGO sector is asset.
