Job Summary 

The Health Management Information System Officer will be responsible for gathering and analyzing health information. S/he will be a contact person for all health- related program information. Develop appropriate training plans for building the core surveillance, alert and response capacities at health facility and woreda level and provide training and support supervisions to county and Health facility level staff. The HMIS Officer is also responsible for documenting and sharing good practices within the organization, stakeholders and its partners. Furthermore, the position holder will assist in refining the implementation and Health Management information for the project.

Responsibilities and Tasks

1. Data Gathering, Coordination, and Analysis

  • Develop and implement training plans to build surveillance, alert, and response capacities at facility and woreda levels.
  • Oversee the collection, entry, and analysis of data from health facilities into data base ensuring accuracy and timely submission to relevant authorities.
  • Collaborate with MEAL Officer to conduct routine data collection and validation across project-supported facilities.
  • Coordinate weekly reporting and ensure timely entry into national data base.
  • Prepare data summaries, reporting rate dashboards, and trend analyses to be shared with health staff, project teams, and woreda health officials.
  • Ensure health facilities regularly update visual health data displays (e.g., wall charts) for community and staff awareness.
  • Support the preparation of monthly, quarterly, and annual reports, incorporating key health and SRH performance indicators.

2. Data Storage and Management

  • Establish and maintain a secure, well-organized system for storing weekly and monthly health reports, both digitally and physically (archiving).
  • Maintain an internal project database and generate monthly analytical summaries for project management and technical teams.
  • Ensure data backup, security, and easy retrieval of health information.

3. Health Data Quality Assurance

  • Collaborate with the MEAL team to implement a robust data quality improvement plan.
  • Conduct data quality audits (DQA) and real-time verification of health facility data.
  • Train health staff on the use of standard data collection tools and reporting formats, ensuring alignment with MOH and donor standards.
  • Perform outbreak trend analysis and provide support for forecasting and epidemic alerts.

4. Capacity Building

  • Organize and deliver training on health data management, HMIS, DHIS2, eCHIS Utilization and Supportive Supervision, and Electronic Community Health Information System (eCHIS) for health data clerks, facility staff, and relevant government personnel.
  • Provide ongoing mentorship and supportive supervision to improve data use at facility and woreda levels.
  • Support subgrantees and partners in strengthening their health information system (HIS)-related capacities. 

5. Reporting and Knowledge Sharing

  • Support government staff in producing timely and accurate monthly DHIS2, eCHIS, and other relevant reports.
  • Contribute to donor and internal reports by providing validated statistical data, analysis, and narrative summaries.
  • Assist in organizing and facilitating monthly review meetings andquarterly learning forums at both facility and woreda levels.
  • Document and disseminate success stories, lessons learned, andrecommendations to support continuous system improvement. 

6. Representation and Coordination

  • Represent Islamic Relief in HMIS-related meetings and coordination forums as delegated by the Health Project Manager.
  • Ensure respectful, culturally sensitive engagement with government stakeholders and community structures.
  • Coordinate HIS planning and alignment with other agencies and stakeholders at zonal, woreda and community levels.

7. Other Duties

  • Participate in planning, review, and evaluation processes related to HMIS, surveillance, and data systems at all operational levels.
  • Perform any other duties assigned by the Health Project Manager or relevant supervisors to support the achievement of overall program objectives.

Personal Specification

Formal Education/Qualification and Work Experience 

  • Bachelor’s degree in Public Health, Health Informatics, Statistics, Nursing, or related fields.
  • Minimum 5 years of experience in health information systems or monitoring and evaluation, including at least 3 years working with DHIS2.

Personal Skills and Competencies

  • Experience in data validation, quality assurance, analysis, and reporting in a donor-funded health program.
  • Demonstrated ability to facilitate trainings and mentor facility-level staff.
  • Strong data analysis, reporting, and visualization skills.
  • Excellent communication skills (verbal and written).
  • Proficiency in MS Office (Excel, Word, PowerPoint) and health data tools.
  • Fluency in English and Afaan Oromo is mandatory.
  • Prior experience working with an international NGO.
  • Familiarity with health sector policies and Ethiopia’s national HIS frameworks.
  • Qualified Public Health Officer, Health Informatics, or community health experience.
  • Respect, accountability, and commitment to humanitarian values.

  • Ability to work under pressure and meet tight deadlines.
  • Strong interpersonal, coordination, and team collaboration skills.

Working Conditions

  • The HMIS Officer will be based in Hirna, Tulo Woreda, West Hararghe Zone, and will be required to undertake regular field visits to health facilities and kebeles. These visits will focus on providing technical support, conducting monitoring and supportive supervision, collecting data, and carrying out other duties related to the SURS project.
