Purpose of the Role

The Programme Coordinator will lead the effective, efficient and timely implementation of the Horn of Africa Child Wasting Initiative (“Hanaano”) project in Ethiopia in line with the approved programme award and its objectives and targets, ensuring high quality technical and managerial performance and delivery and effective financial management of the programme. This includes ensuring full compliance with Concern Worldwide procedures and adherence to donor guidelines and rules.

Particularly, emphasis will be required on the 100% achievement of planned outcomes to a high-quality standard in line with best standards of practice in Ethiopia and internationally, effective participation by and accountability to communities and other stakeholders in all programme locations. 

Roles and Responsibilities

Programme / Project Management

  • Lead the development, updating, and adaptation of the Detailed Implementation Plan (DIP).

  • Ensure timely, effective, and high-quality implementation of Child Wasting Initiative activities.

  • Manage workplans, implementation timelines, activity sequencing, and progress tracking.

  • Conduct joint monitoring with communities, partners, and field teams.

  • Identify and address implementation challenges through timely corrective actions.

  • Ensure programming is conflict-sensitive, gender-responsive, and aligned with Do-No-Harm principles.

  • Integrate cross-cutting themes (protection, gender, DRR, accountability, systems strengthening) into programming.

  • Support application of evaluation recommendations and continuous improvement.

Technical Leadership

  • Provide technical guidance across nutrition, livelihoods, WASH, MEAL, and related sectors to Concern and Partner staffs.

  • Coordinate with global and regional technical advisers to ensure technical quality.

  • Identify technical capacity gaps and coordinate targeted support or training.

  • Develop and roll out programme tools, methodologies, and quality standards.

  • Ensure interventions meet national and international best practice.

Coordination and Representation

  • Represent Concern at relevant donor, technical, and coordination meetings as assigned by line manager. Support senior leadership in external representation and advocacy.

  • Engage regularly with PMU Nairobi, Concern US, and HQ technical teams.

  • Engage with relevant senior managers and CDs of Concern country programmes in Kenya and Somalia.

  • Strengthen collaboration with government stakeholders (MoH, regional/zonal/woreda bureaus).

  • Liaise with implementing partner, clusters, and other humanitarian actors.

Partnership Management

  • Work closely with Pastoralist Concern in planning and implementation.

  • Support partner capacity assessments and strengthen partner systems.

  • Coordinate capacity building and technical assistance for partner teams.

  • Monitor partner performance, compliance, and activity quality.

  • Participate in joint monitoring, and reporting processes.

Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Support assessments, baseline/endline surveys, reviews, and evaluations. And, take lead as necessary in coordination with the MEAL unit.

  • Ensure robust M&E systems and donor-aligned tools are implemented.

  • Conduct regular field monitoring visits and follow-up on action points which is aligned with the minimum 50% travel requirement for the role.

  • Promote joint planning, learning reviews, and reflection processes.

  • Ensure the FCRM is functional, accessible, safe, and confidential. Ensure utilization of the FCRM by project team and programme participants.

  • Document lessons, case studies, and good practices for dissemination.

  • Develop and monitor PMU/HQ technical support plan for Dollo Ado.

Budget & Grants Management

  • Collaborate with Finance Coordinator (Donor Grants) on budget management.

  • Lead on monthly forecasting, expenditure tracking, DMA reviews.

  • Ensure expenditure is donor-compliant and aligned with DIP timelines.

  • Identify risks of under/overspend early and take corrective action in coordination with Senior Coordinator for Implementation (line manager) and Programmes Director.

  • Support donor financial reporting as required for the assigned project.

Staff Management & Capacity Building

  • Line-manage the Woreda Team Leader and oversee field staff.

  • Provide regular supervision, coaching, and performance management.

  • Assess staff capacity gaps and coordinate relevant training for Concern and PC staff.

  • Support team cohesion, accountability, and staff well-being.

  • Promote strong collaboration between technical, MEAL, and operations teams.

Reporting & Documentation

  • Prepare timely, high-quality internal monthly and quarterly reports.

  • Lead on donor reporting in line with donor formats and deadlines.

  • Document success stories, lessons learned, case studies, and technical briefs.

  • Contribute to advocacy and knowledge-sharing across Concern.

 Risk Management Compliance & Quality Assurance

  • Ensure adherence to Concern policies, donor rules, and national regulations.

  • Conduct routine quality checks on activities, outputs, and documentation.

  • Ensure data protection, ethical standards, and confidentiality are maintained.

  • Promote continuous quality improvement across all programme components.

  • Identify operational and programmatic risks and support mitigation measures. Alert management for high impact risks that affect programme quality and delivery. 

  • Ensure safeguarding, PSEA, and protection standards are applied at all stages.

  • Report safeguarding concerns immediately through approved channels.

  • Promote adherence to the Code of Conduct & Associated Policies.

Logistics, Procurement & Operations Support

  • Update programme procurement plans and monitor progress. 

  • Coordinate timely delivery of programme supplies and materials.

Accountability to Beneficiaries & Stakeholders

  • Ensure meaningful community participation in planning, implementation, and monitoring.

  • Ensure communities understand programme objectives, processes, and expected staff behaviours.

  • Strengthen the complaints and feedback mechanisms and ensure proper resolution.

  • Promote transparency, inclusion, and respectful engagement with communities.

 Code of Conduct & Associated Policies

  • Fully adhere to and actively promote Concern’s Code of Conduct & Associated Policies. Play a leading role in ensuring that programme activities are carried out in a way that minimises the risk of abuse, harm or neglect.

  • Report immediately/promptly any actual or suspected breaches of Concern’s Code of Conduct & Associated Policies to the Country Director / HR Coordinator / (or via the other communication channels outlined in Concern’s polices) and promptly follow any direction given by the CD or other properly appointed/delegated staff – before taking any action.

  • Fully adhere to security protocols and procedures and play a leading role in ensuring that all management and staff engaged in this programme also do so. Contribute to on-going security management and planning as necessary.

  • Respect confidentiality and follow ethical guidelines.

Emergency Response

  • Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

  • All managers are required to actively participate in any emergency response as and when required. 

Safeguarding and Gender Equality

  • Fully comply with Concern’s safeguarding policy and procedures and actively ensure/promote full adherence to these within the Hanaano team. Promote a culture of safety, dignity, and respect.

  • Identify and promptly report safeguarding concerns appropriately as per Concern’s procedures, maintaining strict confidentiality in all cases.

  • Support safe referrals for adults or children at risk.

  • Understand and actively promote implementation of Concern Ethiopia’s Gender Equality Strategy.

Requirements

Essential

  • Master’s degree or equivalent in Food Security & Livelihoods, Food Systems, Nutrition, Social Sciences, or related field.

  • 5–7 years relevant experience, including minimum 3 years in programme management or advisory roles.

  • Experience managing integrated programmes with experience in at least two of the following: nutrition, health, livelihoods, WASH. Strong technical knowledge in nutrition, food systems, livelihoods particularly – or other relevant fields.

  • Strong analytical, strategic planning, and problem-solving skills.

  • Proven ability to engage and negotiate with line ministries (including MoH), NGOs, and clusters.

  • Strong leadership, change management, and prioritisation skills.

  • Experience building capacity of national staff.

  • Excellent communication, presentation, and interpersonal skills.

  • Experience working in insecure or remote areas, including remote management.

  • Fluency in English 

  • Demonstrated commitment to equality, inclusion, and cross-cutting themes and experience in incorporating these into programmes.

Desirable

  • Experience in Ethiopia’s drought/conflict-affected areas particularly the Somali regional context.

  • Ability to establish strong networks and partnerships.

  • Proficiency in the Somali language will be considered an asset.
