The Senior Finance Officer is responsible for efficiently planning and organizing monthly activities, ensuring timely execution, and promoting a positive work environment. He/she is responsible for overseeing financial operations, ensuring accurate record-keeping, compliance with donor requirements, and efficient financial reporting. The Officer also plays a key role in implementing the Odoo ERP system, ensuring its effective use for financial transactions, reporting, and data integrity. Additionally, the position requires active engagement in capacity-building initiatives to enhance the financial team’s efficiency and support organizational growth.
Establish a structured process for timely collection, verification, and classification of financial documents.
Design a reporting schedule for timely financial report submissions and compliance review before approval.
Plan a monthly budget verification system to cross-check project and budget line codes against actual allocations for the project assigned .
Plan for aligning payroll processing with HR to ensure accurate salary disbursement and timely processing of taxes, pensions, and per diems.
Develop a pre-audit checklist for verifying financial documents to conduct periodic internal compliance reviews.
Promptly collect and organize field documents within a week of receipt while verifying and classifying them according to respective projects.
Assign documents to finance officer and accountants, ensuring proper coding and regular posting in corresponding donor budgets, while processing and recording transactions originating from the head office.
Maintaining accurate and organized financial records in terms of hard and soft copies for the assigned projects.
Prepare a monthly payroll, bank and advanced reconciliation for the projects assigned.
Oversee and ensure accurate financial record-keeping for all PAPDA programs and projects.
Ensure the timely production of draft project financial reports for the projects she/he is assigned, review for compliance with donor reporting standards, and forward them to the finance manager for approval.

Prepare periodic project financial statements to assess the financial status of various projects and PAPDA as a whole, consolidating financial statements and disbursement schedules for review by the finance manager.
Prepares and submits necessary financial documentation for external audits to be reviewed by the finance manager
Compile financial reports to support the finance manager in decision-making.
Assist the finance officer assigned for preparation of institutional financial report as per IPSAS.
Verify project and budget line codes against actual project and budget allocations for the project assigned.
Support the finance officer and accountants in the development of operational and administration costs for project budgets.
Provide guidance and support to finance officer and accountants in record keeping and budget monitoring.
Ensure that a monthly variance analysis is prepared and expenses are within authorized budgets.
Ensure collaboration and coordination between the head office finance officer and all PAPDA's field finance teams to facilitate effective and timely delivery of documents.
Collaborate with the HR department to address payroll-related issues while ensuring compliance with salary-related budgets and regulations for the assigned projects.
Ensure timely disbursement of head office staff and field office staff salaries and incentives between the 25th and 30th day of each month, along with prompt payment of taxes, pensions, and per diems, while adhering to PAPDA's financial procedure manual for all payments.
Ensure the timely reconciliation of bank accounts, payroll, and advance payments made on a regular basis.
Conduct document verification for donor compliance, including scrutiny of financial records, receipts, and expenditure reports, and assist in annual institutional audits for regulatory bodies.
Actively engage in capacity-building initiatives, both personally and for the financial department team, to enhance financial expertise and effectiveness.
Actively Participate in the implementation and integration of the ERP system into daily financial operations to streamline data management, reporting, and budgeting processes.
Pursue pre-requisite certifications mandated by the organization to support ongoing professional development and organizational transformation.
Qualifications: A Master's or first degree in Finance or Accounting, supplemented by IPSAS certification.
Experience: Proven experience in financial management within the NGO sector for more than 5yrs.
Requirements: Strong leadership skills for the department team, motivation for timely budgeting, financial reporting, and compliance with donor requirements and governmental regulations.
