We are looking for: The AYSRH program manager who will provide comprehensive technical, programmatic, and administrative coordination for Oromia, Adama area office SRH department and the projects under it, namely Smart Start and IUCD scale-up, DMPA-SC/Self-Injection (DMPA-SC SI), HPV Vaccination, Smart Pathways, SAHQI and upcoming cRMNCH projects and related quality improvement activities. Supervised by the area office lead, the role ensures effective planning, coordination, reporting, documentation, and communication across internal units, regional offices, government counterparts, and donor partners, including documentation, archiving and sharing of learnings. The SRH Program manager will play a critical role in program planning and review, workflow alignment, procurement facilitation, donor/government reporting, and documentation, thereby ensuring program efficiency, integration, and accountability.

Key Roles and Responsibilities
Manage and coordinate execution of program operations strategies, develop sound program implementation /operations plans, ensure successful implementation of activities, performance tracking, analysis, reporting, budget control, team management, and partnership management, among others.
Support in designing adaptive learning and implementation of AYSRH programs and contribute to the growth of the area office.
Manage and support the regional team to achieve the targets for Smart Start and IUCD scale-up, DMPA-SC/Self-Injection (DMPA-SC SI), HPV Vaccination, Smart Pathways, SAHQI, and upcoming cRMNCH projects.
Provide direct supervision, performance management, and professional development support to AYSRH program staff at the area office level.
Develop comprehensive and consolidated AYSRH programs annual and quarterly activity and budget plan and monitor the progress in a quarterly basis.
Integrate and lead AYSRH scale-up, institutionalization, quality assurance, training coordination, and M&E activities.
Implement area office-level AYSRH programs successfully with a defined set of activities; clear roles & responsibilities; MEL framework and key performance indicators.
Orient, train, coach, and mentor technical AYSRH program implementers at regional, zonal, and woreda levels.
Steer the learning and knowledge management process on the AYSRH activities in general.
Ensure that quality service delivery for the adolescent girls and young women is always the principle when implementing AYSRH activities.
Work closely with the design team at PSI/E to support continuous adaptive implementation so that operational excellence will be achieved.
Closely work with the AYSRH team to scale up and institutionalize the AYSRH programs.
Support and contribute to the development, design, testing, and execution of AYSRH programs scale-up strategies.
Support and contribute to the development of a clear set of criteria on the enrolment of kebeles and how to lead the expansion within a given region and woreda. Eventually, owns the implementation expansion
Lead the mapping and engagement of key stakeholders at regional, zonal, woreda, and community levels and including other partners.
Ensure that the mapping, mobilization, and counseling of girls are being led by the joint role of WDAs and HEWs in that PHCUs and woreda health offices extend sufficient support
Provide guidance and support on the sustainability and continuation of AYSRH activities at health system.
Contribute to the development and roll out of a clear set of community engagement strategies.
Support and guide PSI/E regional teams to provide TA to the Oromia health bureau (OHB), ZHDs and WrHOs to clearly include AYSRH program activities in their annual plan, budget, and reports.
Provide strategic guidance so that the woreda health offices, the PHCUs, HEWs, and community structures take ownership of the implementation of AYSRH program activities.
In collaboration with MEL, teams track progress and successes of the AYSRH programs' scale-up process
Make sure that the youth and women will have the space to demonstrate their engagement at all levels
Design a mechanism to support and coach staff who have LOE working with OHB.
Actively facilitate the regional TWG meetings and associated activities.
Compile and submit quarterly, semi-annual, and annual narrative reports to the respective PSI/E head office and regional signatories.
Lead monthly D2A meetings among staff and partners and use evidence to drive the AYSRH programs.
Qualification and Experience
At least six (6) years for a master’s in public health or eight (8) years of experience with a first degree in medicine, public health, Nursing, midwifery, population studies, or relevant disciplines.
Progressive experience in program coordination/management within health, SRH or related or relevant skills in program planning, reporting, and documentation.
Excellent coordination, facilitation, and communication skills.
Ability to manage multiple tasks, meet deadlines, and maintain high-quality work.
Proficiency in MS Office Suite and program management tools.
Fluency in English (written and spoken); knowledge of local languages, Afan Oromo is a must.
