PSI Ethiopia is embarking on a new innovative project in Ethiopia called Delivering Innovations in Self-Care. This project will support the FMOH to introduce DMPA-SC for self-injection as a part of the method mix in Ethiopia. PSI Ethiopia’s support to the MOH for the simultaneous introduction and rollout of DMPA-SC PA and SI will build on the lessons learned, best practices, and materials already developed through PSI’s global flagship program, DISC, Discovering Innovations in Self-Care. At the user level, a communications ecosystem will be created to support women across their self-injection journey. At the community level, word of mouth and support structures will be created through experienced users and communities. At the provider level, a focus on mindset shifts will improve the support providers give women for self-care.

We are looking for a Program coordinator, who will be responsible for supporting the Lead, Area Manager in Mekelle with the implementation research in IDP camp and operations of self-care interventions such as DMPA-SC SI within the DISC framework and aligned with the FMOH’s introduction and scale-up plan. This individual will support cross-functional teams, partnerships with key stakeholders and provide programmatic and administrative support.

Job Summary 

The Program Coordinator plays a key role in supporting the implementation of the Delivering Innovation in Self-Care (DISC) project in Tigray, with a primary focus on serving as the focal person for implementation research in Seba Kare IDP camp and supporting the rollout of DMPA-SC self-injection in public health facilities. 

The Coordinator will lead day-to-day implementation of DISC activities in Tigray, particularly the pilot introduction of DMPA-SC SI in Seba Kare IDP camp, while closely coordinating with PSI’s DISC team in Addis and with PSI’s Global Research team, MEL/research teams, Local Implementing Partners (LIPs), Regional Health Bureau (RHB), woreda and zonal health authorities, humanitarian actors, and public health facility leadership under direct supervision of Mekelle Area office. 

This role combines program coordination, implementation research, capacity building, quality assurance, stock monitoring, partnership management, and data-driven performance improvement. While the principal responsibility is to support DISC project activities, the position may also provide technical support to other SRH/MNCH programs (e.g., IUCD scale-up, FP counseling quality improvement, and provider capacity building) within the assigned geography. 

Key Responsibilities 

Program Coordination & Stakeholder Engagement 

  • Serve as a primary focal person for the DISC project in Tigray, leading coordination of activities in Seba Kare IDP camp and targeted public health facilities. 
  • Coordinate closely with the Tigray RHB, zonal and woreda health offices, facility leadership, UNFPA, IOM, HINGO and other humanitarian actors, and national organizations including FGAE  to ensure aligned and coordinated implementation of DISC/DMPA-SC and self-injection. 

  • Support planning and execution of work plans, budgets, and activity schedules related to DISC and implementation research in Tigray. 
  • Organize and participate in review meetings, joint supervisions, TWGs, and other coordination forums related to SRH, self-care, and humanitarian health response. 

Implementation Research (Seba Kare IDP Camp & Tigray) 

  • Serve as the site-level focal for implementation research on DMPA-SC self-injection in Seba Kare IDP camp, ensuring that the study protocol and implementation plan are understood and followed at field level. 

  • Work closely with PSI’s central MEL/research team and global DISC team to operationalize the implementation research protocol such as QIF/CFIR-guided steps, in Seba Kare and other designated sites. 

  • As needed support preparation for ethical and administrative approvals (e.g., IRB documentation, permissions from RHB/woreda and camp authorities), ensuring that research activities respect ethical standards for vulnerable populations, including IDPs and adolescents. 

  • Coordinate and, where appropriate, directly support field-level data collection, including: 
  • Organizing and scheduling in-depth interviews, focus group discussions, key informant interviews, and design/co-creation workshops with providers, women, community leaders, and humanitarian actors. 
  • Supporting implementation of client exit interviews, provider interviews, and follow-up interviews with DMPA-SC clients (i.e. at reinjection window) as per protocol. 
  • Facilitating routine data abstraction from facility and camp registers and other service delivery records to capture DMPA-SC (PA and SI) trends. 
  • Ensure high-quality implementation of the adapted DISC model in Seba Kare, including: 
  • Monitoring fidelity to counseling protocols, SI training processes, and follow-up mechanisms. 
  • Tracking how DMPA-SC SI is integrated across channels (facility, mobile outreach, community-based platforms). 
  • Maintain accurate, organized documentation of all research activities at site level, including participant logs, consent forms, activity reports, and data collection trackers. 
  • Work with MEL and program teams to conduct regular data quality checks, troubleshoot challenges, and provide timely feedback from the field to inform iterative adaptation. 
  • Contribute to preliminary analysis and interpretation of findings by providing contextual understanding of Seba Kare and Tigray and participate in local learning/reflection meetings. 
  • Support evidence dissemination in Tigray, including organizing stakeholder reflection workshops, learning review meetings, and regional presentations on feasibility, acceptability, and lessons learned from the IDP implementation research. 

Capacity Building and Training 

  • Facilitate and coordinate high-quality training sessions for public healthcare providers and humanitarian health workers on DMPA-SC service delivery, self-injection counseling, and client-centered SRH approaches, with emphasis on IDP and rural contexts. 

  • Lead or co-facilitate provider training on broader SRH/MNCH topics as assigned (i.e. FP counseling quality, self-care approaches, IUCD insertion/removal). 

  • Conduct post-training follow-up, including onsite mentoring and competency assessment for providers and HEWs. 

  • Support integration of self-care approaches (including SI) into routine FP services at health facilities and IDP service delivery points. 

  • Ensure training materials, SOPs, and job aids are available, contextualized, and properly used at facility and camp level. 

Supportive Supervision, Quality Assurance, and Mentorship 

  • Conduct regular supportive supervision visits to Seba Kare and other DISC-supported facilities in Tigray to assess quality of SRH/MNCH services, with a focus on DMPA-SC and self-injection counseling. 

  • Apply PSI and MOH standardized quality assessment tools to identify service delivery gaps, including client flow, counseling, SI coaching, follow-up, and documentation. 

  • Provide onsite coaching and mentoring to strengthen provider performance, clinical confidence, and respectful, rights-based, client-centered counseling. 

  • Ensure that eligibility screening, SI instruction, follow-up counseling, take-home units, and documentation procedures are correctly followed according to national and PSI protocols. 

  • Work with facility leadership, woreda/zonal health offices, and RHBs to institutionalize quality improvement practices and follow-up on agreed action plans. 

Facility-Level Reporting, Data Quality, and Monitoring 

  • Collect, verify, and validate service delivery data and training data from supported facilities in Tigray Region and IDP service points, in collaboration with the MEL team. 

  • Support amendment and use of service registers and reporting tools to enable disaggregation of DMPA (IM, PA, SI) and to capture key indicators related to self-injection. 

  • Conduct routine Data Quality Assessments (DQAs) and provide feedback to facility and woreda teams to strengthen reporting on DMPA-SC and SI. 
  • Monitor service uptake, method mix, new users, continuation, and provider performance indicators at facility and camp level, and use these data to identify underperforming sites and prioritize support. 
  • Ensure timely reporting of adverse events in line with national and PSI protocols. 

Commodity and Stock Monitoring 

  • Monitor DMPA-SC stock levels at facilities and Seba Kare IDP service delivery points, working with facility storekeepers, woreda/zonal supply focal persons, EPSS hubs, and humanitarian partners to prevent stockouts or expiries. 
  • Support facilities to strengthen stock reporting accuracy for DMPA-SC and related commodities. 

  • Facilitate redistribution and emergency requests as needed to maintain consistent availability of DMPA-SC and essential supplies (including safety boxes for disposal). 
  • Provide regular feedback to regional EPSS, Regional HB ,PSI  and central teams on stock gaps, patterns, and supply chain challenges, particularly those unique to IDP and rural contexts. 

Coordination, Partnership, and Representation 

  • Represent PSI and the DISC project in regional-level relevant regional and humanitarian coordination platforms, such as SRH Technical Working Groups, cluster meetings, and HINGO forums as delegated. 
  • Strengthen collaborative relationships with government counterparts and humanitarian actors to align DMPA-SC SI programming with broader health and protection responses. 
  • Support organization of advocacy and evidence dissemination meetings at regional level, in collaboration with the central DISC team, to share research findings and promote self-care interventions. 
  • Communicate program updates, challenges, and recommendations to local authorities, partners, and the central PSI team in a timely and solution-oriented manner. 

Documentation and Learning 

  • Document lessons learned, success stories, promising practices, and challenges related to implementation research, training, SBC/demand generation, and DMPA-SC service delivery in Tigray. 

  • Contribute to routine program reports, donor updates, case studies, and internal learning products, especially those highlighting implementation research findings from Seba Kare. 
  • Support cross-learning across PSI Ethiopia teams and partner organizations by sharing experiences from IDP and rural contexts that can inform national DMPA-SC scale-up. 

Cross-Program RMNCH Support and Flexibility

  • While the primary focus of this role is DMPA-SC and self-injection programming, the recruit will also provide technical and programmatic support to other RMNCH, FP/SRH, and MNCH interventions as needed.
  • Support may include participation in trainings, supportive supervision, mentoring, quality improvement activities, documentation, or short-term assignments across RMNCH programs.
  • Collaborative work across teams to ensure continuity, quality, and integration of RMNCH services.
  • nature of engagement in other RMNCH initiatives will be guided by organizational priorities, program needs, and emerging public health demands, in coordination with the supervisor.

Qualifications and Experience 

  • Bachelor’s Degree or higher in Nursing, Public Health, Midwifery, or a related field. 
  • At least 4 years of experience with a master’s or 6 years of experience with a first degree in family planning/reproductive health programs, preferably with experience in humanitarian or fragile settings and/or quality improvement and training roles. 
  • Experience supporting or coordinating implementation research or operational research (e.g., qualitative data collection, supervision of field teams, data quality checks) is an advantage. 
  • Strong facilitation, coaching, and mentoring skills. 
  • Familiarity with self-care, client-centered counseling, and task-sharing in FP service delivery is a plus. 
  • Excellent written and verbal communication skills in English and Tigrigna; additional local languages are an asset. 

Competencies 

  • Strong commitment to client-centered and rights-based SRH service delivery. 
  • Field-oriented with willingness to travel frequently to IDP camps and public health facilities (health posts, health centers, and hospitals) in the assigned geography. 
  • Ability to work collaboratively with government counterparts, humanitarian actors, and facility-based staff. 
  • Strong problem-solving and analytical skills, with the ability to use data and field insights to guide decision-making. 
  • High level of integrity, professionalism, and cultural sensitivity, particularly when working with displaced and vulnerable populations.
