The main purpose of the Position

Defining, coordinating and monitoring all Warehouse and Stock Management activities in the mission according to MSF protocols, standards and procedures to ensure an optimal running of the mission. 

Accountabilities

  • In collaboration with the Supply Coordinator defining the Warehouse and Stock Management activities and planning the annual budget to identify and optimize the response to the needs of the mission and the targeted population.
  • Monitoring the implementation of the Warehouse and Stock Management activities, following up of the medical and logistics stocks, ensuring compliance with MSF standards, protocols and procedures, and reporting to the line manager on the development of the ongoing programmes.
    This can include the following:  
  • Ensuring all equipment and premises are adapted to the proper storage of goods in compliance with the customer's requirements and Good Distribution Practices.  
  • Ensuring that physical and administrative management of the products inside the warehouse are properly managed in conjunction with the owners of the stocks (SOPs, flow management, IS warehousing tool, inventories…).  
  • Ensuring the safety and the security for goods and people inside and outside the premises under his/her responsibility.
  • Analysing monthly/quarterly warehouse data, identifying problems, and proposing solutions to line manager, owners of stocks and pharmacist.  
  • In collaboration with the HR Coordinator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all supply activities pertaining to his area.
  • Ensuring technical support for his area of activity and providing coaching to staff under his/her responsibility. Managing his team and elaborating their activities planning (Warehouse supervisor, storekeepers and log-helpers.).
  • Participating in monthly reports according to guidelines.
  • Performing delegated tasks according to his/her specialty and as specified in his/her job description. 

MSF Section/Context-Specific Accountabilities

  • Provide regular feedback to Supply Coordinator and Supply Team on how to adjust communications lines, SOPs and Order Flow within the Warehouse.
  • Stakeholder management: with the Supply Coordinator, understand and fully include the stakeholder’s strategies in the Warehouse operations. Proactive, inclusive and smooth communication with all stakeholders.
  • Organize monthly meetings with Pharma/Med and Log counterparts to assess the performance and adjust if necessary. With the warehouse and supply team, discuss and plan warehouse activities, share with other key stakeholders ensuring synchronized main activities like inventories, international order reception and annual leave planning. Under the supervision of the Supply Coordinator, set up Key Performance Indicators based on the stock owners' needs and the Warehouse activities (stock discrepancy, timely orders, order preparation accuracy, etc.).
  • Overall responsible for safety and good functioning of the warehouse premises, the stock and all the assets and equipment in the warehouse ensuring compliance with set standards including GDSP.
  • Ensure regularly updated and well archived (physical and soft versions) warehousing guidelines, SOPs and procedures for the smooth operations in the warehouse. Make sure that all warehouse staff has easy access, is aware and follows them.
  • Review, update and propose training needs and opportunities for the warehouse team. Make sure that both Log and Med warehouse teams are proficient in Unifield. Report technical issues and follow up with Unifield focal point of the mission on the resolution.
  • Prepare and share inventory and discrepancy reports with the stock owner's weekly/monthly ensuring the stock owners are aware stock status, discrepancies and any relevant information they need to make stock decisions. Be proactive in proposing possible options or solutions (ex: donations for sleeping stock or pre-expiry, substitution of out-of-stock articles, etc.).  
  • Define and implement capacity building initiatives of the warehouse teams with the support of the learning and development department ensuring the warehouse team performs their duties according to expectation. Fulfil the feedback process for all team members. Implement improvement plan if necessary.
  • Technically support the project warehouse teams on GDSP and routine warehousing functions.
  • Perform other tasks as may be requested to ensure smooth functioning of the department and mission. 

Education

  • Essential Bachelor's Degree Pharmacy and related Valid Professional Licence.
  • Desirable Master's degree in Logistics and Supply Chain Management. 

Experience

  • Essential three (3) years experience managing medical warehousing activities and teams.
  • Essential two (2) years of proven team management experience.    
  • Essential Skills: Warehousing, Transportation, Supply Process Synchronization, Supply Information System, IT knowledge of Windows 365  
  • Desirable previous experience with MSF Logistics or Supply Department or other NGOs working experience.

Other Requirements

  • Essential English being fluent oral and written. Knowledge of any additional local language would be an asset.
