Love for Children and Family Development  Organization /LCF/ is an indigenous,  non-governmental, non –profit, secular, legally registered Ethiopian resident charity working to building self-reliant and self –sufficient generation in Ethiopia through comprehensive and sustainable development approach. LCF implementing different development programs to change the wellbeing of deprived, excluded and vulnerable children and youths found in its operational areas and ensured the sustainable resilience to take part in the social and economic activities of their communities

Currently LCF is operational over the twenty two districts of KolfeKeranio Nifas Silk Lafto and Lemi Kura Sub –cities in four core programmatic areas namely, Early Childhood Development (ECD), Basic Education, Youth Development and OVC care and Support project.

LCF is currently looking for competent, qualified and interested applicants for LCF –USG Family –focused HIV prevention, Care and Treatment program that will be implemented in partnership with Mekdim Ethiopia National Association (MENA) on the following position.

Position Summary: -Quality Improvement Officer

Reports To: Project Manager (MEAL specialist)

The USG Funded HIV Prevention Care and Treatment Services is aimed to strengthen local     HIV epidemic management in order to accomplish the three 95 targets/goals. HIV mitigation services for children at risk concentrate on case finding and connecting undiagnosed children living with HIV to treatment, improving health outcomes through HIV viral load suppression.

A detailed record of quality management (QM) practices including program and data quality assurance (QA) and quality improvement (QI) activities of paramount important for FY26. In alignment with national QM guidelines. LCF working in community should have a QM system, with routine monitoring of processes, standards of care (SOC) and quality of care (QOC) indicators. 

Hence, this TOR is to employ QA/QI officer to closely oversee quality management system, with routine processes, standard of Care (SOC) and quality of Care (QOC) clinical at the implementation sites. 

Job Summary:

  • QA/QI officer will have a health background or related background (e.g., Health Officer or BSc in nursing and other related social sciences) and experience with HIV services within a community setting. 

  • Demonstrated experience in quality improvement/assurance activities in Community HIV Prevention Care and Treatment setting

  • He/she must have good communication and interpersonal skills, and the ability to establish and maintain effective working relationships with clinical and community service providers and government stakeholders.

Major duty and Responsibilities for position

  • Ensure functional QI team that convenes regular QI team meetings with meeting minutes across all SDPs

  • Extract data from the database, identify opportunities for improvement, and present findings to Quality Improvement at different level

  • Conduct regular monthly Lot quality assessment sampling (LQAS) in respective SDPs and report the outcome and action plan for the management

  • Provide continuous technical support to bases in the application of quality of health care in the community

  • Together with M&E specialist, conduct regular monthly Routine Data Quality Assessment (RDQA) and report the outcome and action plan for the management

  • Collect, analyze, and interpret quality and performance data

  • Identify quality and performance gaps, and lead quality improvement initiatives using methodologies such as PDSA, Lean, Six Sigma, or Root Cause Analysis

  • Train staff on quality improvement concepts, tools, and best practices

  • Maintain proper documentation of QI activities and lessons learned

  • Share best practices and success stories for donors and stakeholders and develop interventions based on best practices

  • Actively engage in health facility-community engagement frameworks and make shared responsibility 

  • Sharing and learning to enable the exchange of experiences in improving quality of care between and across the different health service delivery system levels will be ensure

  • Ensure Periodic EQA by regional laboratory quality officers to make the testing sites and testers are meeting the quality standard 

  • Ensure Implementation of standard IPC protocols to minimize the risk of infectious 

Disease transmission to clients and health care workers

  • Ensure that commodity consumption and re-supply needs are reported by each and every community(sub-awardees)

Reporting Responsibilities:

  • Prepare a weekly/monthly/quarterly Quality management report to his/her respective supervisor and QI specialist 

  • Prepare and report LQAS to respective supervisor and QI specialist 

Number of position:  (1)

Term of employment: The terms of employment for the position are Contract base with possible extension based on proven performance and availability of fund. 

Salary: - As per the organization Scale.

Education: BSC degree in health science (Public health/Nurse)

Experience: A minimum of 2 years BSC (preferably in NGO) with similar position.

Required Skill:

  • Excellent interpersonal and Communication skills 

  • HIV Self-test and HIV testing training on new national algorism.

  • Basic (spoken and written) Skill in English and Amharic 

  • Computer skill(word, Excel and data base)

  • Ability to coordinate and support volunteers working in the community

  • Demonstrated Knowledge and skill in HIV counseling and testing; on PITC and ICT.
