Job Overview

• Job Title: Civil Engineer (Telecom Infrastructure)

• Duty Station: Addis Ababa (Head Office) with extensive travel to project sites (including Tigray Region and remote nationwide locations)

• Employment Type: Full-time, Permanent

• Supervises: On-site civil construction teams and subcontractors

Job Purpose

The Civil Engineer will lead the planning, design supervision, and execution of civil works for telecom infrastructure projects. The successful candidate will ensure that all civil engineering activities—specifically telecom tower erection (30m–80m), foundation construction, and greenfield/rooftop site developments—are completed safely, efficiently, and in strict compliance with technical specifications, quality standards, and project timelines.

Key Responsibilities

1. Project Planning & Technical Execution

• Review and interpret project engineering drawings, structural designs, and Bills of Quantities (BoQs).

• Perform site surveys to assess ground conditions and validate requirements for new tower sites.

• Ensure accurate setting out and execution of tower foundations, anchor points, and site layouts.

• Collaborate with the Technical Engineering Unit to resolve on-site design challenges.

• Assist the OSP Department on civil works related to trenching and duct installation for fiber networks.

1. Site Supervision & Quality Assurance

• Supervise daily on-site civil activities, including excavation, trenching, rebar installation, and concrete works.

• Implement strict quality control measures for concrete, masonry, and structural steel erection.

• Inspect incoming site materials to confirm compliance with technical standards.

• Conduct regular progress and final quality inspections, promptly correcting any non-compliance.

• Manage and oversee the performance and workflow of civil works subcontractors and vendors.

1. Health, Safety, Environment, & Quality (HSEQ)

• Enforce 100% compliance with HSEQ policies, including mandatory Personal Protective Equipment (PPE) usage.

• Ensure all construction conforms to Ethiopian building codes and client-specific safety standards.

• Conduct risk assessments and regular safety briefings with field teams and subcontractors.

• Promptly report all incidents, accidents, or near-misses to management and HSEQ leads.

1. Coordination & Reporting

• Maintain clear communication with client representatives (Safaricom, Huawei), internal project managers, and logistics teams.

• Track project schedules and deliver accurate daily, weekly, and monthly progress reports to the Telecom Operations Director.

Job Requirements

Qualifications & Experience

• Education: Bachelor’s degree in Civil Engineering or a closely related field.

• Overall Experience: Minimum of 5 years of progressive civil engineering experience.

• Specialized Experience: Minimum of 3 years direct experience in the telecommunications sector focusing on tower foundation construction, steel erection (30m+ towers), and greenfield/rooftop site installations.

• Technical Skills:

• Proficiency in reading/interpreting structural drawings and specifications.

• Familiarity with AutoCAD and standard civil engineering software is preferred.

• Direct experience working on project sites for Safaricom Ethiopia or Huawei Technologies is highly desirable.
