Summary
The Health Program Manager will provide overall leadership and management of the ANTICIPATED Integrated Primary Healthcare Systems Strengthening Project. The position is responsible for project planning, implementation, coordination, monitoring, reporting, and quality assurance to ensure timely achievement of project objectives and compliance with donor and Government of Ethiopia requirements. The Health Program Manager will serve as the primary liaison with the Federal Ministry of Health, Regional Health Bureaus, Zonal Health Departments, Woreda Health Offices, donors, and implementing partners.
Key Duties and Responsibilities

Project Management
Lead project planning, implementation, monitoring, evaluation, and reporting in accordance with approved work plans, budgets, and donor requirements.
Ensure project activities are implemented efficiently, on time, and of a high technical quality.
Identify implementation challenges, recommend corrective actions, and document lessons learned and best practices.
Prepare and submit high-quality technical and progress reports.
Technical Leadership
Oversee implementation of activities related to health workforce strengthening, clinical mentorship, supportive supervision, integrated disease surveillance and response (IDSR), outbreak preparedness and response, referral systems, infection prevention and control (IPC), quality improvement, and community engagement.
Ensure project activities align with national policies, guidelines, and primary healthcare priorities.
Coordination and Partnerships
Maintain strong collaboration with the Federal Ministry of Health, Regional Health Bureaus, Zonal Health Departments, Woreda Health Offices, health facilities, donors, and implementing partners.
Represent IOCC in relevant technical working groups, coordination meetings, and stakeholder forums.
Organize regular project review and learning meetings with partners and government counterparts.
Financial and Resource Management
Manage project budgets and work plans in collaboration with finance and operations teams.
Monitor budget utilization and ensure compliance with organizational and donor financial policies.
Coordinate procurement, logistics, and operational support required for project implementation.
Monitoring, Evaluation and Learning
Monitor project performance through routine data review, supportive supervision, field visits, and performance review meetings.
Ensure quality data collection, documentation of achievements, and timely reporting against project indicators.
Promote learning, knowledge sharing, and continuous quality improvement.
Team Leadership
Supervise, mentor, and support project staff to achieve high performance.
Identify staff capacity-building needs and support professional development.
Promote teamwork, accountability, safeguarding, and compliance with IOCC policies.

Salary: Based on the organization’s scale.
Location: Addis Ababa with frequent travel to activity locations.
Job Requirements
Qualifications
Master’s degree in public health, Health Systems Management, or a related medical field.
At least 10 years of progressively responsible experience managing donor-funded public health or health systems strengthening programs, with at least 5 years in a management role.
Demonstrated experience working with the Ethiopian health system, government health institutions, and development partners.
Strong knowledge of primary healthcare, health workforce development, disease surveillance, outbreak response, quality improvement, and community health systems.
Excellent project management, leadership, budgeting, proposal and report writing, stakeholder engagement, and communication skills.
Proficiency in Microsoft Office applications and data management tools.
Excellent written and spoken English language skills.
