Position: HIV Services Director
Project: Family-Focused HIV Prevention, Care and Treatment (FFHPCT) Project
Duty Station: Hawassa City, with frequent travel to project sites in the four regions.
Project Areas: Central Ethiopia, Sidama, South Ethiopia and Southwest Ethiopia Regions
Employment Type: Full-time-fixed term for one Year
Reports to: Chief of Party (CoP)
Supervises: HIV technical staff, regional/project HIV coordinators, technical advisors and other staff

Job Summary

The HIV Services Director will provide overall technical leadership for the HIV prevention, testing, care, treatment, retention and viral suppression components of the FFHPCT Project. The position will ensure high-quality, evidence-based, family- and client-centered HIV services across supported facilities and communities.The Director will lead differentiated service delivery, HIV case finding and linkage, pediatric and adolescent HIV services, PMTCT, adherence and retention, viral suppression, community-facility linkages and integration of HIV services with TB, cervical cancer, nutrition, mental health and other relevant services. The position will also promote quality improvement, evidence use, adaptive management, government ownership and sustainable transition of HIV services.

Key Responsibilities

• Strategic & Technical Leadership: Provide overall technical leadership for HIV prevention, testing, care and treatment activities; translate project strategies into effective implementation plans and ensure alignment with national HIV policies and standards.
• HIV Prevention, Testing & Treatment: Lead HIV case identification, testing, linkage to ART, treatment continuity, adherence, retention, viral load monitoring and differentiated service delivery, including community-based approaches.
• Pediatric, Adolescent, Family-Focused & PMTCT Services: Strengthen pediatric and adolescent HIV services, family-centered care, PMTCT and linkages with OVC, psychosocial and other complementary services.
• Integrated HIV Services: Promote integration of HIV services with TB, cervical cancer, NCD, nutrition, mental health, reproductive health and appropriate referral systems.
• Quality Improvement, MERL & Evidence Use: Lead HIV performance management, CQI/PDSA, data quality, HIV cascade analysis, evidence generation and use of data for adaptive management and continuous improvement.
• Government & Health-System Strengthening: Work with FMoH, Regional Health Bureaus, zonal/woreda health offices and health facilities to strengthen capacity, government ownership, institutionalization, transition and sustainability of HIV services.
• Partnership & Coordination: Coordinate with consortium partners, technical assistance providers, PLHIV associations, community organizations, FBOs and other stakeholders to ensure harmonized and effective implementation.
• Risk Management & Reporting: Identify and address technical and operational risks, support continuity of essential HIV services, and contribute to high-quality technical reports, donor deliverables, learning products and project reviews.

Required Qualifications & Experience

Education

• Master’s degree in Public Health, HIV/AIDS, Epidemiology, Health Services Management, Clinical/Public Health Sciences, Health Systems, Medicine, Nursing or a related field.
• Advanced clinical, public health or health management qualification is an advantage.

Experience

• Minimum 10 years of progressively responsible experience in HIV prevention, care and treatment, public health or health systems programming.
• At least 5 years of senior technical or managerial experience leading large-scale HIV programs.
• Demonstrated experience with USG/PEPFAR-funded HIV programs is highly desirable.
• Strong experience in HIV testing, case identification, ART, retention, viral suppression, PMTCT and differentiated service delivery.
• Demonstrated experience in pediatric/adolescent and family-centered HIV programming.
• Experience working with government health systems and strengthening government capacity.
• Experience managing multi-region, multi-partner or consortium-based programs.
• Demonstrated experience in quality improvement, performance management, data use and evidence-based programming.
• Experience supporting transition, localization, sustainability and institutionalization of HIV services is highly desirable.
• Experience working with Ethiopia’s public health system, Regional Health Bureaus and/or FMoH is an advantage.
