1. THE OPPORTUNITY
The Monitoring and Evaluation (M&E) Officer provides woreda-level monitoring, evaluation, accountability, and learning (MEAL) support to the multi-stakeholder SRHR Alliance Programme. The Alliance is led by Plan International Ethiopia (PIE) in partnership with Amref Health Africa, TaYA, and other local implementing partners, funded by the Dutch Ministry of Foreign Affairs (MFA), and runs from June 2026 to December 2028 under PIE's SRH Programme Framework.
This position is based in Chifra, Afar Region, one of the conflict-affected and hard-to-reach areas served by the Alliance across Amhara, Tigray, and Afar. The Officer ensures that field-level data on SRHR service delivery, education, and community engagement is collected, verified, and used to strengthen programme quality, accountability, and evidence-based decision-making.
Candidates must currently reside in, or be willing and able to be based full-time in, Chifra.
2. KEY RESPONSIBILITIES
Data Collection, Quality Assurance and Management
Lead routine data collection, verification, and entry for all SRHR Alliance activities implemented in the woreda, using approved tools and digital platforms.
Maintain and update woreda-level records in the centralized Health Information Management System, ensuring accuracy, completeness, and timeliness.
Conduct regular data quality assessments and field spot checks, and support corrective action where discrepancies are identified.
Support the use of community and youth scorecards to monitor service quality and track follow-up on identified gaps.
Maintain organized, disaggregated records (including by sex and other relevant personal circumstances) to support accountability and reporting.
Monitoring, Reporting and Learning
Track progress against project indicators, logframes, and annual and quarterly work plans, flagging deviations promptly to the SRHR Program Manager.
Prepare accurate, timely woreda-level MEAL reports for internal use and donor reporting, in line with Alliance and TaYA reporting standards.
Document lessons learned, case stories, and best practices from field implementation to support programme learning and evidence-based advocacy.
Support baseline, midline, and endline data collection exercises, surveys, and evaluations conducted in the woreda.
Do not smooth over data discrepancies. Flag inconsistencies, underperformance, or reporting gaps clearly to the relevant supervisor.
Coordination, Capacity Building and Accountability
Support the woreda-level feedback, complaints, and response mechanism, ensuring community feedback is logged, tracked, and addressed.
Build the capacity of field staff, health providers, and youth volunteers on basic data collection tools and MEAL processes.
Coordinate with government health offices, community structures, and other Alliance partners on joint monitoring and data-sharing activities.
Represent the MEAL function in woreda-level coordination forums and technical working groups as required.
Support participatory monitoring approaches that involve youth and community members in tracking programme results.
Safeguarding and Gender Equality and Inclusion (GEI)
Understand and put into practice responsibilities under TaYA's Safeguarding and GEI policies and Code of Conduct, ensuring concerns are reported and managed per the appropriate procedures.
Ensure TaYA's policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day monitoring and data practices.
Job Requirements
QUALIFICATIONS, EXPERIENCE AND SKILLS
Bachelor's degree in Statistics, Monitoring and Evaluation, Public Health, Social Sciences, or a related field.
BSc holders: minimum 3 years of relevant experience. MSc holders: minimum 2 years of relevant experience, in monitoring, evaluation, accountability, and learning for health, SRHR, or related development programs.
Demonstrated experience with data collection tools and platforms (for example, KoBo Toolbox, DHIS2, or similar), and with basic data analysis.
Knowledge of SRH strategies and policy frameworks, including the teenage pregnancy reduction roadmap, the costed roadmap to end child marriage and FGM/C, and SGBV response frameworks, is an advantage.
Experience working on complex projects involving diversified local implementing partners.
Strong report writing and analytical skills, with an ability to present data clearly for both technical and non-technical audiences.
Must currently reside in, or be willing and able to be based full-time in, Chifra.
Fluency in Afar-Af, the required local language of the duty station, in addition to working knowledge of English.
