Job Description
Background
The Monitoring and Evaluation Officer is responsible for coordination, collection, compilation, consolidation, and analysis of data to track programs/projects activities, monitor progress, and support impact measurement. S/he will also conduct development research, engage in reflective practice, generate lessons from projects/programs, and prepare M&E plans for the ark. S/he is responsible for establishing and ensuring better field-level data management systems for the core program and coordinates the proper and timely evaluation of park objectives/impact. S/he will contribute to the existing head office and donor response mechanisms and ensure program staff participation in M&E activities.
Specifically, the M&E Officer holds the park’s data pipeline: defining the metrics that flow from the park’s objectives, supporting the departments that collect them, safeguarding their integrity, and turning them into analysis the park management unit can act on.
Key Responsibilities with Detailed Description:
1. Data metric setting, data collection, data entry, and analysis
Translates the park’s Long Term Sustainable Strategy and business plan priority targets and (sub)objectives into the park’s monitoring program, ensuring every priority objective is backed by a core or park-specific metric.
Works with each Head of Department to confirm their metrics are defined, assigned, and realistically collectable within existing team workflows.
Ensures departments are capacitated to collect their metrics—not only informed of what to submit but also trained on the instrument, the frequency, and the purpose.
African Parks parks operate with designated system champions for EarthRanger, SAGE, Survey123, and others who are trained on their respective systems and embedded in the departments that use them. The M&E Officer is part of that champion network and provides the connective structure across it: ensuring that what each system captures is correct, that it is aligned with the park’s defined metrics, and that it is analyzed and used rather than only collected.
Acts as the first point of contact within the park for cross-system questions, for new or changed data requirements, and for onboarding new users
Applies AP standards and the Data & Metrics Technical Manual as the common reference across departments.
Ensure the Park Data Audit Tracker Tool is updated regularly: drives unresolved items to closure within two months,
Runs routine integrity checks between collection and reporting, so breaks are found before submission rather than at it.
Prepares monthly and periodic submissions (AP Reporter, BP Tracker inputs, and other required returns) to a validated state for FRM sign-off.
Prepares the data-based analyses and slides on priority targets and objectives for mid-year reviews, business plan revisions, and quarterly discussions.
Ensure use of dashboards and data products within the PMU so that progress against objectives is assessed from the data rather than from recollection.
Coordinates or collates park-level surveys, case studies, and data collection supporting impact assessment.
Collates and quality-checks park data for validation by the FRM,
Responds to ad hoc data requests from HQ and the PMU and reports to the FRM for verification.
Maintains the park’s monitoring program documentation.
Monitoring and evaluation
Responsible for tracking progress against monitoring work plans;
Coordinate the field-level community participatory monitoring and evaluation, reflective practice, and impact measurement;
Responsible for monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for staff related to ongoing performance;
Actively participate in and contribute to M&E team activities, system assessments, development, and implementation of new systems and/or tools aimed at strengthening overall M&E practices at Garamba National Park;
Accountable for the recruitment of enumerators (data collectors) and support in other surveys, including engagement of consultants;
Responsible for periodically conducting reflective practice forums at the project level and compiling lessons from project implementation processes;
Perform any other cognate duties as may be assigned by the line manager
3 Compliance

Job Requirements
Required Qualifications and Work Experience
University degree in conservation, biology, statistics, data science, social sciences, or another relevant field, or equivalent practical experience.
At least 4 years of experience in monitoring & evaluation, data management, conservation science, or a related field; experience in a protected area or field-based operation is an advantage.
Full professional competency of English & the national language, both in written & spoken, and knowledge of the local language is added value.
Practical competence with data collection and management systems like EarthRanger, Survey123, SAGE, SIMBA, or comparable platforms and the ability to learn new ones quickly.
Comfortable working with data end to end: structuring collection, checking integrity, analyzing, and presenting results clearly to non-technical colleagues.
A working understanding of monitoring & evaluation frameworks and indicator design.
Good with people and a capacity builder: much of this role is supporting and training colleagues across departments who have other primary responsibilities.
Methodical and persistent, able to chase data quality issues to resolution.
Resilient and flexible, able to operate effectively from remote areas.
