Senior Human Resources Manager (Mining / Construction – English Mandatory)

Job Summary

We are seeking an experienced and proactive Senior Human Resources Manager to lead the HR function and oversee workforce management across the organization’s operations.

The ideal candidate must have substantial HR management experience in the mining, construction, or similarly complex operational industries, with a strong understanding of site-based workforce management, employee relations, and rotational work arrangements. The role requires someone who is comfortable working closely with site teams, regularly being present at project locations, and adapting to rotational work schedules.

Key Responsibilities

• Develop and implement HR strategies, policies, and procedures aligned with organizational and operational objectives.

• Oversee end-to-end recruitment, workforce planning, onboarding, and employee mobilization for technical, managerial, and operational positions.

• Manage site HR operations, including employee relations, grievances, disciplinary matters, and conflict resolution.

• Oversee rotational work schedules, shift arrangements, attendance, leave management, and workforce rostering.

• Manage compensation, benefits, payroll coordination, employment contracts, HR records, and employee lifecycle processes.

• Ensure compliance with Ethiopian labor laws, taxation, pension regulations, and employment requirements.

• Oversee expatriate employment and immigration processes, including work permits, visas, and residence permits.

• Implement performance management, employee development, and succession planning initiatives.

• Work closely with operational management and HSE teams to support employee welfare, workplace discipline, and safety culture.

• Prepare HR reports and provide workforce insights to support management decision-making.

Requirements & Qualifications

• Bachelor’s degree in Human Resource Management, Business Administration, Psychology, Law, or a related field. A Master’s degree is an advantage.

• Minimum of 7 years of progressive HR experience, including experience in a managerial position.

• Mandatory experience in mining, construction, engineering, or similarly complex operational environments. Experience in site-based operations is strongly preferred.

• Strong knowledge of Ethiopian labor legislation, payroll, taxation, pension regulations, and employee benefits.

• Fluent English communication skills (C1 level), both written and spoken.

• Solid proficiency in Microsoft Office, particularly Excel.

• Previous experience managing shift-based operations, workforce planning, and employee rostering.

• Experience managing expatriate employees and immigration processes, including work permits, visas, and residence permits, is a strong advantage.

• Experience working within international or multicultural organizations.

• Strong leadership, communication, problem-solving, and stakeholder management skills.

• Willingness willing to work on-site at project locations under a rotational work schedule as required by the business.
