Tender & Procurement Management Officer

Job Description

GCL Investment Group is seeking a locally based Tender & Procurement Management Officer in Ethiopia to manage and support local tendering and procurement activities.

Key Responsibilities:

• Manage local tendering and procurement processes.

• Conduct supplier sourcing, market research, and quotation inquiries.

• Coordinate bid opening, evaluation, and tender documentation.

• Communicate with bidders, suppliers, government authorities, and other stakeholders.

• Handle bidder inquiries, objections, and complaints.

• Support tendering for engineering projects, energy equipment, construction materials, and electrical/mechanical equipment.

• Identify and manage tendering and procurement risks.

• Coordinate with the Group headquarters and relevant business partners.

Job Requirements

• Bachelor’s degree or above in Supply Chain/Procurement, Law, Economics & Management, Engineering, Technology, or a related field.

• Fluent in Amharic, English, and Chinese (Chinese language proficiency is mandatory).

• Good knowledge of Ethiopian public procurement laws and regulations and local tendering procedures.

• Relevant experience in tendering and procurement, preferably in engineering, energy, infrastructure, construction, or electrical/mechanical industries.

• Ability to independently handle quotations, bid opening, bid evaluation, bidder objections, and complaints.

• Understanding of procurement risk management, particularly for Chinese companies, cross-border equipment procurement, and overseas infrastructure projects.
