Position Overview/Scope of role:
The Chief Human Capital Officer (CHCO) serves as a strategic leader responsible for shaping and driving company’s people, culture, and service infrastructure. As a member of the executive leadership team, the CHCO plays a critical role in aligning the workforce, systems, and organizational design with the company's real estate ambitions. The CHCO oversees the integrated functions of Human Capital Management, Fleet and General Services, and Property & Equipment Administration. This role combines leadership in organizational development, HR strategy, operational service delivery, and asset oversight—ensuring a high-performing, service-oriented, and cost-effective support structure across the business. The CHCO ensures that people strategy, physical resource administration, and support services are aligned with business goals, compliant with standards, and conducive to long-term organizational sustainability and growth.
Top Roles and Responsibilities:
Strategic Human Capital Leadership
- Design and execute a long-term human capital strategy aligned with the company's business objectives and growth ambitions.
- Lead organizational design, workforce planning, and change management efforts during periods of expansion, restructuring, or integration
- Serve as a key advisor to the CEO and Executive Team on all workforce-related decisions, risks, and opportunities.
Talent Acquisition & Workforce Planning
- Oversee recruitment, onboarding, and deployment of qualified and culturally aligned professionals across all departments and projects.
- Develop workforce forecasting models to ensure talent availability matches future business needs, especially in large-scale real estate projects.
- Ensure diversity, equity, and inclusion are embedded in hiring practices and team structures.
- Organizational Development & Learning
- Establish leadership development programs and succession plans for key roles to strengthen internal leadership pipelines.
- Lead performance management systems that reinforce a results-driven culture, accountability, and recognition.
- Oversee company-wide training needs assessments and implement continuous learning initiatives.
Compensation, Benefits & Employee Relations
- Design competitive compensation and benefits frameworks in line with industry benchmarks, business affordability, and fairness principles.
- Lead annual salary review, incentive, and reward programs linked to business and individual performance.
- Ensure effective grievance handling, disciplinary procedures, and legal compliance in all employment matters.
Culture Building & Employee Engagement
- Champion a positive, inclusive, and high-performance organizational culture that reflects OVID Real Estate’s values and brand.
- Launch and manage employee engagement surveys and feedback systems, and lead improvement initiatives based on findings.
- Introduce and sustain internal recognition programs, wellness initiatives, and communication platforms that foster team spirit.
Fleet and General Services Oversight
- Ensure the operational efficiency and cost-effectiveness of all vehicle fleet activities, including dispatch, tracking, maintenance, and usage optimization.
- Develop and implement vehicle usage policies, driver performance standards, and fuel management systems.
- Oversee logistics coordination, office transport needs, and service delivery for all business units and project sites.
Property & Equipment Administration
- Lead the planning, allocation, and upkeep of company-owned or rented properties, ensuring functionality and compliance.
- Supervise the tagging, tracking, and auditing of all fixed assets, equipment, and infrastructure.
- Ensure timely procurement, repair, and retirement of office equipment, ensuring optimal asset utilization and inventory control.
Policy Development & Governance
- Develop and continuously update HR, fleet, and asset management policies and procedures.
- Ensure compliance with Ethiopian labor laws, property regulations, and organizational governance frameworks.
- Lead internal audits and evaluations to assess departmental compliance and operational efficiency.
Technology & Systems Integration
- Champion the digital transformation of HR and support service functions by implementing or enhancing HRIS, fleet management systems, and asset tracking tools.
- Promote data-driven decision-making through dashboards, reporting tools, and automation.
Team Leadership & Performance Oversight
- Directly lead and supervise senior managers in Human Resources, General Services, and Property Administration units.
- Build, mentor, and retain a high-performing multidisciplinary team by setting clear KPIs and performance standards.
- Promote cross-functional collaboration, knowledge sharing, and continuous improvement culture.
Executive Collaboration & Strategic Input
- Contribute to company-wide strategic planning and executive decision-making processes.
- Prepare and present periodic reports, strategic recommendations, and risk mitigation plans to the CEO and Board.
- Serve as a visible leadership figure and culture ambassador across all departments and staff levels.
Performs other related duties as assigned or directed by the CEO or Board of Directors.
- Master’s Degree in Human Resource Management, Business Administration, Leadership, or a related field.
- Professional certifications such as SHRM, CIPD, or similar are highly desirable.
- Minimum of 15 years of progressive HR and operations experience, including at least 7 years in a senior or executive leadership role overseeing HR and support services in large organizations.
- Proven experience leading multi-functional teams and delivering results in complex, fast-paced environments.
- Knowledge of Ethiopian labor law, fleet operations, facility management, and HR digital systems (e.g., HRIS).
