CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The position holder should provide technical assistance for the quality implementation of the health and nutrition program including CMAM implementation, overall implementation of the emergency nutrition and health response activities at woreda, health facilities and at large communities. Facilitates and encourages active participation of and networking between individuals and communities in recognizing public health problems, identifying solutions, and implementing project activities related to the identified solutions. Establishes and maintains close working relationship with IDPs in her/his working area in order to ensure that the messages are disseminated and understood at all levels .In addition the position holder is also expected to provide Medical supervision and clinical care for patients in and its complications and also expected to provide a consistent and high quality technical support in relation to establishing and strengthening Stabilizing Centre and OTP/TSF sites, primary health care services (Maternal and child health)and provide training to HEWs and HN workers in the management of severe malnutrition and MHN topics.

KEY AREAS OF ACCOUNTABILITY:
Health and nutrition officer makes sure that CMAM and health programs are implemented according to the National protocol i.e. application of the admission and discharge criteria, closely monitors and strictly follows anthropometry measurement,
Support Cash Transfers to Target Households together with Community facilitators.
Targeting and Registration of Cash Transfer beneficiary Households
Conduct assessments on gender and child protection risks and vulnerability of children in cash transfer program
Makes sure that the health staff have adequate training on the management of acute malnutrition per national manual/protocol,
Provide TAs Woreda on Public Health Emergency Management Community-based Surveillance (CBS) hard to reach areas.
Strengthen referral system to establish joint referral pathways between nutrition, Health, GBV services and MHPSS to allows for timely and effective case management of survivors of GBV
Ensures the availability of job aids, reporting formats, therapeutic products and drugs for program implementation at health facility level.
Facilitates the basic/refresher trainings, workshops, review meetings, community forums under the project
Conduct capacity Building to HWs/Hews on OTP, MAM, IMNCI, ICCM, EPI and disease surveillance and case management (public health emergency management)
Strengthen early warning system, disease surveillance and reporting system including Community and Event Based Surveillance
Share training/meeting reports to project coordinator
Conduct regular checklist based supportive supervision on targeted health facilities.
Facilitate joint monitoring visits /joint supportive supervisions/ in integration with Woreda health office and zonal health department.
Generates’ and share supervision report and feedback to project coordinator, zonal/woreda health office and health facilities.
Follow and ensures, action taken by all responsible parties on gaps identified during supervision,
Supports and liaise with the woreda health office staffs and provide on the job training/coaching and capacity building where required,
Working with the all-program staffs, to ensure CMAM and health beneficiaries are referred to HN services when required.
Coordinates the link of acute malnutrition cases and facilitates regular registration of HN beneficiaries and submits on monthly bases,
Supports referral linkage of malnourished children of in between CMAM programs (OTP, SC and TSFP),
Ensure adequate availability of all medical and food supplies for each distribution, input in to creation and maintenance of a monthly distribution plan and ensure stock is pre-positioned as planned with Nutrition project coordinator and logistics team,
Undertake individual evaluations with the team and improve gaps,
Creates and maintain smooth relationship with local health and other authorities and try to link CMAM program with the existing health service structure,
Makes sure that health professionals from the health facilities to participate on the daily routine work for sustainability and smooth phase out strategy,
Provides technical support and training where required to all team members, outreach team including health extension workers, HDAs and community volunteers,

EXPERIENCE AND SKILLS Essential
Desirable
Experience in projects HF/EHF/UNOCHA/ECHO funded grants as well as other institutional donors
Knowledge, training and experience in CMAM and community mobilization/BCC
Demonstrated skills in program planning, implementation and monitoring.
Demonstrated skills in peer group training, Training of Trainers and development of training materials.
Proficiency in spoken and written English and Local language
Strong computer (Microsoft skills), all and interpersonal skills.
Demonstrated ability to work effectively in a team environment
Willingness to work under pressure and extra hours.
Work experience in a similar position is advantageous
Having NGO or INGO work experiences are desired
