Reports to: Consortium Lead
Job Summary:
The Child Protection and Accountability Specialist (CPAS) is responsible for supporting People in Need (PIN) Ethiopia Education in Emergencies (EiE) and Protection-focused emergency response. This includes providing technical guidance, capacity development, and oversight to PIN’s team and EiE Consortium Partners to ensure that project interventions do not expose children to harm and actively contribute to their safety, dignity, and well-being.
CPAS also contributes to ensure that child protection is effectively mainstreamed across all programmes and sectors implemented by PIN Ethiopia Country Programme.
Responsibilities:
Capacity Development
Design and deliver training, coaching, and awareness sessions for PIN staff and project partners on child protection mainstreaming principles and practices.
Build the capacity of sector teams to identify and mitigate child protection risks in their programming.
Ensure all staff understand and can apply PIN policies relevant to child protection mainstreaming, including the Safeguarding Policy and Code of Conduct.
Programme and Technical Support
Work with sectoral and cross-sectoral teams to ensure child protection is considered in all phases of the project cycle.
Ensure feedback mechanisms are age-appropriate and child-friendly, and that children have access to safe and confidential reporting channels.
Monitor and support the implementation of child safeguarding measures at field level, including in recruitment, partner engagement, and community interactions.
Identify and address potential or existing child protection risks within project activities and support staff to implement corrective measures.
In cooperation with PIN’s Technical Advisor on Protection and GESI support the Consortium Partners in setting up area-specific Child Protection Referral system, including regular service mapping and capacity development of all stakeholders such as members of Parent Teacher Student Associations (PTSA), Community-based Child Protection Committees (CBCPC), relevant local governmental actors, school representatives, teachers and Accelerated Education Programme (AEP) facilitators.
Lead the process of establishing EiE Project level Child Protection and Referral Technical Working Groups that provides guidance and set standards for child protection activities throughout the project.
Coordination
Represent PIN in relevant child protection coordination fora, working groups, and inter-agency initiatives
Collaborate with child protection actors, national systems, and community structures to enhance referral pathways and safe access to services for children
Monitoring, Evaluation and Learning
Support the development and integration of child protection mainstreaming-related indicators into project logical frameworks and MEAL frameworks
Monitor implementation of child protection mainstreaming commitments and document lessons learned, challenges, and achievements
Closely coordinate with EiE project CFRM to ensure that all reported cases are handled in line with the Child Protection Minimum Standards.
ACCOUNCOUNTABILITY AND SAFEGUARDING including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)
Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
Participate in training and awareness raising (CoC and KP, Safeguarding…).
Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
Create and maintain a fulfilling and protective environment.
General obligations and responsibilities
The Employee is obligated not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).
PIN is a relief and development organization whose aim is to help and assist needy people. The Employee’s position within the institution requires contacts with outside; he or she therefore conveys a certain image of the PIN. PIN expects its Employees to behave in appropriate manners at all times and in all places. All members of staff should ensure their attitudes correspond to PIN principles, both during and after working hours.
The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.
