Position Summary

We are seeking a strategic and data-driven Senior Officer in Human Capital Planning & Development toResponsible for designing and executinge our people strategy. This role is pivotal in ensuring our organization has the right talent, with the right skills, in the right roles, at the right time to drive business success. You will be responsible for the full spectrum of human capital management, from strategic workforce planning and organizational design to leadership development, succession planning, and performance management. The ideal candidate is both a strategist and a hands-on practitioner, adept at using data analytics to inform decisions and passionate about fostering a culture of continuous growth and development.

Key Responsibilities

1. Strategic Workforce Planning (SWP) & Analytics

  • Partner with senior leadership to understand business goals and translate them into a comprehensive human capital strategy.

  • Conduct ongoing workforce analysis to identify gaps in skills, competencies, and headcount across the organization.

  • Develop and maintain workforce plans, forecasts, and scenarios to address future business needs, including growth, restructuring, and market changes.

  • Analyze HR metrics (e.g., turnover, retention, internal mobility, diversity) to identify trends, predict risks, and recommend proactive solutions.

  • Create dashboards and reports to communicate insights to stakeholders effectively.

2. Organizational Design & Development

  • Lead initiatives to assess and design organizational structures that enhance efficiency, agility, and collaboration.

  • Facilitate change management strategies to support organizational transformations, mergers, or acquisitions.

  • Define and map key roles and competencies critical to the organization's success.

3. Talent Development & Performance Management

  • Design, implement, and manage a modern, integrated performance management cycle (goal setting, feedback, reviews, development planning).

  • Develop and oversee a robust succession planning process to identify and prepare high-potential employees for critical roles.

  • Create development programs for managers and emerging leaders.

  • Identify company-wide training needs and develop a learning strategy, including onboarding, mandatory training, and professional skills development.

  • Promote a culture of continuous feedback and coaching.

4. Talent Management & Career Path 

  • Develop frameworks for internal mobility and career pathing to enhance employee retention and engagement.

  • Partner with Talent Acquisition to ensure a strong pipeline of internal and external talent aligned with the workforce plan.

  • Manage the talent review and calibration process.

5. Program Management & Execution

  • Manage key Human Capital initiatives from conception to rollout, including communication, training, and measuring effectiveness.

  • Evaluate the ROI and impact of development programs and initiatives.

Required:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.

  • 7+ years of progressive experience in HR, with a significant focus on workforce planning, talent management, organizational development, and/or learning and development.

  • Proven experience designing and implementing strategic HR programs (e.g., performance management, succession planning, and leadership development).

  • Strong analytical and quantitative skills with experience in HR analytics, data interpretation, and visualization tools (e.g., Excel, ERP systems).

  • Demonstrated ability to think strategically and translate business strategy into actionable people plans.

  • Excellent facilitation, communication, and stakeholder management skills, with the ability to influence at all levels of the organization.

  • Deep understanding of change management principles.
