The Federal Ministry of Health in Addis Ababa, Ethiopia is seeking to hire one skilled and enthusiastic National Senior Program coordinator for Leishmaniasis program, to drive all components of Leishmaniasis national program as well as support with other NTD programs, including: policy and advocacy; implementation planning and program management; drug management and coordination; training cascade; public awareness and mobilization; and monitoring and evaluation.

Time frame: - The contract will be for one year (12 month), subject to continuing.

Position Description
The Federal Ministry of Health in Addis Ababa, Ethiopia is seeking to hire one skilled and enthusiastic National Senior Program coordinator/ Manager for Leishmaniasis program for NTD program focusing on Leishmaniasis elimination and Control to drive all components of the program, including: policy and advocacy; implementation planning and program management; drug management and coordination; training cascade; public awareness and mobilization; and monitoring and evaluation. The National Senior Program coordinator/ Manager for the Leishmaniasis Program will be based at the Ministry of Health office in Addis Ababa, with frequent travel expected to various regions.
Primary Duties
Under the technical direction of the FMOH Disease Prevention and Control LEO and NTD Case Team and the National Senior Program coordinator/ Manager for Leishmaniasis Program manager position will perform the following duties:
Policy and Advocacy
● Design and adapt effective leishmaniasis elimination strategies and policy
● Ensure plan alignment between the national, regional, and district levels on program implementation.
● Ensure prioritization, including sufficient resource allocation, for Leishmaniasis activities amongst all the other priorities that regional officials are focused on
● Aid in coordination among partners and teams working on specific components of the Leishmaniasis program at the regional level
● Mobilize the regional government to ensure all planned activities are executed and reported accordingly.
Implementation Planning and Program Management
● Provide Programmatic leadership and assistance to the NTD Regional Focal person and Regional Health Bureau in the development of work plans and budgets.
● Develop national-level budget plans and grant proposals and submit it to donors in accordance with funding requirements.
● Work with the stakeholders on the acceleration of VL elimination
● Regularly manage work plans prioritizing key action items and dates in preparation for regional drug distributions
● Address national and regional-level programmatic challenges in order to reach set treatment targets efficiently and effectively
● Travel to regions, zones and districts for Training of Health care workers, supportive supervision and Mentorship activities.
● Ensure active case surveillance is carried out across all selected Woredas according to the program plan.
Drug Management and Coordination
● Work with the EPSS, WHO and EFDA national and regional hubs for timely drug and diagnostic kits distribution to health facilities
● Design drug disbursement plans for all VL and CL facilities across the regions.
● Oversee that the remaining stock following drug distributions are ensure the proper remaining stock is reported for every facility for every quarter
● Minimize and manage all cases of expiry at the field-level
Training Cascades
● Support the potential regional adaptation of training materials, printing, as well as oversee the appropriate and timely training material distribution from the regional to district level training ● Participate in training provision for health care workers and different regional trainings as required.
● Organize and assist in the facilitation of the regional, zonal, and district training cascade ● Ensure that the training cascades from the region to district follow national and WHO guidelines and are of quality resulting in equipped and knowledgeable distribution teams at the schools
● Build the technical capacity of regional and woreda officials through a similar cascade model Public Awareness and Mobilization
● Develop an effective region-specific public awareness strategy in collaboration with district officials focusing on NTDs in general Leishmaniasis in particular and increased community mobilization to increase therapeutic and geographic coverage .
● Ensure IEC/BCC activities are done in collaboration with ACS activity.
● Design and implement SOP for IEC/BCC activities according to the strategic frame work for elimination of VL in East Africa WHO guideline.
Reporting
● Facilitate the timely and accurate flow of treatment data report across all VL and CL facilities.
● Facilitate the timely and accurate flow of financial expenditure data from the woreda level to the regional and federal level following on a quarterly basis.
● Participate in Annual program review meetings.
● Analysis the program performance and submit the monthly report to NTDs desk lead.
Monitoring and Evaluation
● Ensure that the impact, performance, and process monitoring and evaluation of the program from the national level, regional and to district level accurately reflect the regional progress and aid in tailoring the regional program for the next round of drug distributions.
● Provide technical support to RHB and treatment facilities to ensure DHIS data collection is done properly and in analyzing data to inform program at federal level.
