Ministry of Health would like to invite competent and interested applicants for the following position. 

Position Title: HCO – Nutrition Specialist  

Number: - one  

Location: Ministry of Health, Ethiopia 

Duration: 12 months’ contract with possibility of extension subject to performance up to the project period.

Monthly Salary: - 33,240.00 ETB 

Background: 

The Human Capital Operation (HCO) is a World Bank-funded project aimed at improving learning outcomes and nutrition services for girls and boys and strengthening service delivery and accountability in all regions of Ethiopia, including areas affected by conflict, droughts, and high levels of refugees. The project has a specific focus on reducing stunting and improving nutrition outcomes. 

Objective: 

The Senior Nutrition Advisor will provide technical leadership and strategic guidance on nutrition interventions within the HCO, with a particular focus on stunting reduction in selected woredas. 

Key Responsibilities: 

  • Provide technical expertise in the design and implementation of nutrition interventions, particularly those aimed at reducing stunting in children under 5 years. 
  • Coordinate with relevant ministries and partners to ensure the effective implementation of nutrition-sensitive and nutrition-specific interventions. 
  • Oversee the implementation of community-based nutrition programs, including Growth Monitoring and Promotion (GMP) and community conversations on nutrition. 
  • Provide guidance on the integration of nutrition interventions with other sectors, such as agriculture, water, and education. 
  • Support the development and implementation of Social and Behavior Change Communication (SBCC) strategies for improved nutrition practices. 
  • Assist in the monitoring and evaluation of nutrition interventions, including the analysis of data from the Unified Nutrition Information System for Ethiopia (UNISE). 
  • Provide technical input on nutrition-related Disbursement Linked Indicators (DLIs) and results monitoring. 
  • Contribute to capacity building efforts for nutrition interventions at federal, regional, and woreda levels. 
  • Liaise with the World Bank and other development partners on nutrition-related aspects of the HCO. 

Expected deliverables.  

  • Design tailored nutrition specific and sensitive interventions in line with HCO objectives. 
  • Annual work plan for nutrition activities under the HCO, aligned with project objectives and government priorities. 
  • Aligned plan with other Nutrition programs at MoH and line ministries  
  • Training materials and capacity building plans for nutrition interventions at federal, regional, and woreda levels. 
  •  Bi-annual analysis reports on nutrition-related Disbursement Linked Indicators (DLIs) progress. 
  •  Contributions to the HCO annual report, focusing on nutrition outcomes and lessons learned. 
  •  Technical briefs on innovative nutrition interventions and best practices identified through the HCO. 

Qualifications: 

  • Master’s degree or above in Nutrition, Public Health. 
  • Minimum of 10 years of experience in nutrition programming, preferably in Ethiopia or similar contexts 
  • Strong understanding of multisectoral approaches to nutrition. 
  • Experience in program design, implementation, and monitoring in the nutrition sector. 
  • Excellent analytical and communication skills 
  • Fluency in English; knowledge of local languages is an advantage.
