ORGANIZATIONAL OVERVIEW
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Civic & Voters Education and Inclusive Expert position who meet the following requirements.

Job Summary
The CVE and Inclusive Expert is responsible for designing, delivering, and evaluating training programs focused on civic education and public engagement at regional level. This role involves curriculum development, training facilitation, and capacity-building initiatives to enhance public understanding of civic responsibilities, democratic principles, and participation in civic life.
The Expert also plays a vital role in supporting the Gender Equality and Social Inclusion (GESI) Department at HQ by implementing and adapting GESI initiatives at the local government level. This position is focused on promoting gender equality, disability inclusion, Internal Displacement persons and other Marginalized communities within electoral processes and ensuring that local practices align with national standards and policies.
Duties and responsibilities
Curriculum Development
Develop comprehensive and gender-sensitive civic and voter education curricula
Integrate innovative and interactive methodologies to ensure effective learning outcomes.
Stay abreast of evolving civic education trends and incorporate best practices into curriculum development.
Training Facilitation
Conduct training sessions for diverse stakeholders, including Civil Society Organizations (CSOs), election officials, and community leaders.
Tailor training programs to address specific gender-related challenges and opportunities in civic engagement.
Foster an inclusive learning environment that promotes active participation
Capacity Building
Build the capacity of CSOs, community leaders, and other stakeholders in civic and voter education.
Provide targeted support to enhance gender mainstreaming within organizations and electoral processes.
Stakeholder Engagement
Cultivate and maintain partnerships with relevant stakeholders, including government agencies, NGOs, and community organizations.
Collaborate with diverse groups to ensure the effective delivery of civic and voter education initiatives.
Evaluation and Impact Assessment
Develop and implement mechanisms for monitoring and evaluating civic education programs in collaboration with other departments special with PMEAL
Conduct gender-sensitive impact assessments to measure the effectiveness of CVE training initiatives
Resource Development
Identify funding opportunities and contribute to proposal development for civic and voter education projects.
Effectively manage resources to ensure the sustainability of programs.
Continuously update and improve resources to align with evolving Civic education needs
Advocacy and Public Awareness
Advocate for policies and practices that promote inclusive civic and voter education.
Develop, implement, and promote public awareness campaigns, public events, community outreach to encourage active civic participation at regional level
Collaborate with media and communication teams to raise awareness about civic and voter education initiatives at regional level
Gender Analysis
Conduct gender analyses to identify and address barriers to women's participation in civic processes and inequalities within various programs and projects
Integrate gender-sensitive approaches into all aspects of civic and voter education programs.
Program Development
Design and implement new civic and voter education initiatives based on identified needs and challenges in collaboration with other program teams
Ensure program activities align with gender equality principles and promote social inclusion
Training and Capacity Building
Provide ongoing training and capacity-building sessions for project staff and partners on gender equality concepts, methodologies, and best practices to enable program teams to mainstream gender considerations in their respective projects and programs
Foster a culture of continuous learning and improvement within the organization.
Organize training sessions and workshops for branch staff, election officials, and stakeholders to promote understanding of GESI principles, including gender sensitivity, disability inclusion and other Marginalized communities.
Translate GESI related training materials, brochure, etc that are relevant to the local context and culture
Monitoring and Evaluation
Develop gender specific indicators and tools to monitor and evaluate the impact of the gender related interventions
Establish and implement robust monitoring and evaluation frameworks
Regularly assess program effectiveness and recommend adjustments for improvement in gender sensitive manner
Advocacy and Awareness
Engage in advocacy efforts to promote civic education policies and gender-inclusive practices, both within organization and externally
Raise public awareness on the importance of civic participation and gender equality
Research and Innovation
Stay informed about emerging trends and research in civic education and gender dynamics.
Introduce innovative approaches and technologies to enhance program impact.
Documentation and Reporting
Ensure comprehensive documentation of program activities, outcomes, and lessons learned highlighting the impact of gender-focused interventions
Prepare and submit timely and accurate reports to relevant stakeholders.
