Program and position summary
The Ethiopian Agricultural Transformation Institute (ATI) has launched the Energizing Women and Youth in Agri-Food System (EWAS) project to tackle unemployment and promote green energy in the agricultural value chain, focusing on young women. ATI integrates youth employment, gender equality, climate-smart practices, and nutrition-sensitive agriculture across its programs to create sustainable job opportunities and build resilience. ATI currently works with over 3 million smallholder farmers, including 540,300 women and youths, through its Agricultural Commercialization Clusters (ACC) and digital agriculture programs. Additionally, the ADEY program also creates jobs for women and youths in ACC regions and Somali by improving access to markets and strengthening MSMEs. Leveraging ATI's experience, EWAS project aims to create over 1,940 jobs for young women by establishing grain milling, horticulture collection centers, honey and wax processing enterprises, supported by capacity-building, skills development, and essential equipment. The project interventions are implemented in seven regions (Oromia, Amhara, Tigray, Sidama, South Ethiopia, Southwest Ethiopia, and Central Ethiopia). The component activities are designed to create employment opportunities for youths, exclusively 100% females, through engaging them in grain milling, horticulture collection centers, and honey and wax processing.
Under the direct supervision of the Procurement Director and in close collaboration with the EWAS project coordinator and technical experts, the Senior Procurement Officer is responsible for managing the procurement of goods, works, and services required for the EWAS project. This Senior Procurement Officer must adhere to the policies and procedures of ATI, as well as comply with Government Public Procurement regulations and donor requirements.
ESSENTIAL DUTIES:
Review the specifications and requirements of goods/Terms of Reference before starting the procurement process, in consultation with the project team and procurement director, specifically for agricultural value addition machinery.
Prepare bid document and facilitation the announcement and solicitation process.
Conduct market research to identify cost-effective and reliable suppliers.
Ensures necessary systems and administration activities are carried out accurately and in a timely manner.
Properly reviews requisitions and determines an appropriate method of sourcing procedures based on the government procurement directives and donor requirements.
Prepare annual procurement needs and consolidate them into the annual procurement plan for goods, services, and works.
Plan, identify and follow up procurement related risk management regarding supply contracts and agreements: assess, manage, and mitigate risks.
Prepares bid documents, contract agreements as well as bid evaluation in accordance with guidelines of government public procurement.
Evaluate and select suppliers based on quality, cost, reliability, and service.
Build and maintain strong relationships with key suppliers and vendors.
Monitor supplier performance and resolve disputes or non-compliance issues.
Follows up the execution of all foreign procurements and customs clearing process and ensures that they are implemented in compliance with ATI and relevant Gov procedures and regulations.
Establish procedures for receiving and opening bids/proposals, ensuring adherence to the evaluation criteria outlined in bidding documents/RFPs in a professional and timely manner.
Prepare and facilitate contracts signature and examine and re-evaluate existing contract agreements and report to a concerned supervisor when there are any deviations.
Prepares correspondence required for requesting, the Donors approval/’no objection’ of the proposed procurement steps/decisions, as required
Collects goods purchased as per the specifications and cross-check delivery is made as per required specs and timeline.
Assist program team members for field work if there is a need.
Coordinate and resolve problems in collaboration with the procurement team with end users (requesting units) and suppliers.
Follow up the implementation of procurement contracts in collaboration with the Procurement Manager and requesting units.
Ensure the proper processing, handling, and filing of procurement-related documentation in compliance with legal requirements.
Facilitate and properly handle any procurement related conflicts and contract management issues.
Review and submit periodic procurement status reports on a timely basis.
Conduct internal audits and risk assessments related to procurement activities.
Assists in the presentation of the procurement evaluation reports and submit to Procurement Endorsing Committee
Handle any other procurement related activities as requested by the supervisor.
Required Qualification, Competencies, and Experience:
BA or master’s degree in procurement, purchasing and supplies management, Logistics, Accounting, Economics, Management or other relevant fields of studies.
At least 6 years (with Bachelor’s) or 4 years (with Master’s) of related experience (recent experience as Senior Procurement Officer is a plus).
Knowledge and experience of Government, Mastercard’s, GEAPPs and other donors’ procurement procedures and practices.
Experience in managing large-scale procurements.
Experience in handling foreign procurements and customs clearance processes.
Good knowledge of supplies management software is a plus.
Experience in collecting and analyzing data.
Ability to establish and maintain effective working relationships, multitask, prioritize activities and work under pressure.
Working experience in donor financed project(s) is a plus.
Ability to handle multiple tasks, work under pressure and meet deadlines.
High integrity, with timely & effective communication skills is essential.
Adaptability: working in a multi-cultural environment
Proficiency in computer and internet-based communication tools.
Strong verbal and written English and Amharic languages communication skills.
