he Opportunity 

The position holder is primarily responsible for leading and implementing the WASH development as well as the humanitarian component of the integrated WASH, Health, and Nutrition project in Gambella regional state, and ensuring the linkage to the Country WASH Program at the project level. The post holder is responsible for the delivery of results in line with pre-agreed project plans and objectives, and oversees Project implementation at all stages throughout the project cycle. Given that a significant amount of the project thematic activities is done in partnership with key government sector offices, s/he will have also a key aspect of the role is nurturing, developing, and facilitating the achievement of results.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

1. Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

2. Ensures that the team members under supervision are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;

3. Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.

4. Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

The Individual

• Bachelor’s Degree in Water Resources Engineering, Civil /Hydraulic Engineering, Environmental Health, Sanitary Engineering, Public Health, or related field.

• Minimum 3 years of experience in WASH programming in humanitarian/refugee or emergency contexts.

• Proven experience in infrastructure design, construction supervision, contract management, and quality assurance.

• Experience in hygiene promotion methodologies (PHAST, CHAST, CLTSH, MHM).

• Experience integrating WASH with health and nutrition services.

• Strong experience in preparing BOQs, technical specifications, bid documents, evaluation, contract documents, and negotiation management.

• Knowledge of Sphere, UNHCR, UNICEF, and WASH Cluster standards.

• Prior work with refugee/displaced populations is highly desirable.

• Experience and knowledge of Water-CAD, AutoCAD, and related software is advantageous.

Languages required:

• Fluency in English and Amharic (knowledge of local languages is a plus).
