Program and position summary 

The Ethiopian Agricultural Transformation Institute (ATI) has launched the Energizing Women and Youth in Agri-Food System (EWAS) project to tackle unemployment and promote green energy in the agricultural value chain, focusing on young women. ATI integrates youth employment, gender equality, climate-smart practices, and nutrition-sensitive agriculture across its programs to create sustainable job opportunities and build resilience. ATI currently works with over 3 million smallholder farmers, including 540,300 women and youths, through its Agricultural Commercialization Clusters (ACC) and digital agriculture programs. Additionally, the ADEY program also creates jobs for women and youths in ACC regions and Somali by improving access to markets and strengthening MSMEs. Leveraging ATI's experience, EWAS project aims to create over 4,100 jobs for young women by establishing grain milling, horticulture collection centers, and honey processing enterprises, supported by capacity-building, skills development, and essential equipment.

Reporting directly to the Logistics and Administration Director and working closely with the EWAS Project Lead, the Logistics Officer is responsible for planning and coordinating logistics and managing transportation of machinery and equipment to designated project sites. In addition, the officer will provide broader logistical support and oversee administrative team management.

ESSENTIAL DUTIES:

  • Ensure ATI’s administrative needs are effectively met—including processing work permits for international staff, managing postal services, and coordinating cargo activities (e.g., DHL and other liaison services). 

  • Enhance and refine the transportation plan for the EWAS project by aligning equipment movement with the scheduled receiving dates and prepare the corresponding Terms of Reference (ToR).

  • Initiate procurement actions and monitor the procurement process to ensure timely and efficient acquisition of goods.

  • Oversee the receipt, facilitation, and transportation of equipment and materials to designated areas within the project.

  • Track the movement of these resources from the manufacturer right through to the project site.

  • Process monthly fuel usage requests, reconcile and summarize consumption data, and manage payment settlements for each project and department.

  • Initiate PMR, apply monthly fees, and confirm final payment of fuel expenses.

  • Monitor insurance claims for ATI vehicles in the event of accidents, coordinating with insurance companies, traffic police, repair garages, and workshops.

  • Collect and maintain accurate records of any accident-induced damage, inform the supervisor immediately, and assist with investigation procedures within a 24-hour timeframe.

  • Maintain up-to-date vehicle tracking to support annual inspections and the issuance of necessary documents (such as Bolo).

  • Ensure all relevant vehicle documentation is valid, readily available in both the vehicles and their profiles, and coordinate timely renewals with ATI Fleet.

  • Manage fuel supply arrangements, record keeping, and monitoring of consumption, providing monthly reports to both town and field vehicle dispatchers.

  • Provide assistance to the Logistics and Admin team as directed by your immediate supervisor.

  • Organize joint monitoring visits at selected sites in collaboration with the program/project team. 

  • Develop procedures (guidelines) for field logistics support and ensure its implementation.

  • Participate in training sessions and workshops related to shared donor program measures and impacts, offering feedback to integrate learnings into program implementation.

  • Document and disseminate high-quality reports on meetings and workshops organized by the program.

  • Work closely with ATI staff at both the regional and headquarters levels to ensure alignment and compliance with ATI and donor requirements.

  • Integrate and ensure implementation of young women-centric approaches in the program.

  • Ensures that logistics requirements take account of gender-specific needs.

  • Closely work with other project teams, including EWAS, ADEY, and other ACC projects. 

  • Perform other tasks as assigned by the supervisors.

Required Qualification, Competencies, and Experience:

  • MSc/BSc degree. Preferred in Business Administration, Management, logistics and supply management or related field.

  • Minimum 6 years of relevant experience for bachelor’s degree or 4 years of relevant experience for master’s degree.

  • Hands-on experience in providing logistic support services with government, international or non-government organizations.

  • Familiar with logistics practices and procedures such as fleet tracking, contract administration, web-based data capturing, analysis, property, and transport management.

  • Proven analytical and written presentation skills and ability to communicate to a number of internal and external stakeholders.   

  • Computer proficiency and knowledge of databases, spreadsheets and/or logistics programs including report writing skills (Outlook and MS Office, including PowerPoint, Excel, Word).   

  • Good communication in English both in writing & verbally.

  • Personal qualities including strong human relations & interpersonal and communication skills, suitable for teamwork & synergy, responsiveness, proactive thinking and trustworthy.   

  • Strong communication and interpersonal skills, and ability to develop stakeholder collaboration and partnerships.

  • Ability to stay composed and positive in difficult moments and handle tense situations.

  • Ability to establish and maintain effective working relationships, multitask, prioritize activities and work under pressure.

  • Experience working in donor financed project(s) is a plus.

  • Ability to handle multiple tasks and meet deadlines.

  • Flexibility: ability to work under pressure.
