Job Title:         HR Officer

Reports to:      Branch II Administration and finance Officer

Location:         Branch office 

  1. Job Summary:

    Under the instruction and supervision of the  Administration and finance Officer, the HR Officer keeps custody of personnel files of branch employees and other staffs deployed  in the outsourced employment service, Collect compile and  summarize the attendance  data and submit  to immediate supervisor for further action, receives applications  from job applicants and  register applicants  when there is vacant post announcement; maintain and updates database of branch employees, follows up and ensure the on time renewal or termination of employment contract of outsourced  service employees; record, upkeep and update the leave record of branch employees handle and process the leave request of employees as per the HR policy and procedure manual of  the company.

  2. Specific Duties and Responsibilities

    1. Keeps custody of personnel files of branch staffs and other employees deployed in  the outsourced employment service. Compiles and maintains all relevant personnel data of  branch employees, updates changes in employees' conditions such as marital status, childbirth, and education improvements;

    2. Collect, compile and  summarize the attendance  data of outsourced employment service employees on daily basis  and submit  to immediate supervisor for further action

    3. receives applications  from job applicants and  register applicants  when there is vacant post announcement

    4. Records and maintains all authorized leaves; reports unauthorized absentees, late arrivals, early departures from work;

    5. Puts up notices issued by the branch on such personnel matters as vacancy announcement, letters of appointment, promotion, transfer, employment contract termination, achievement recognition and disciplinary actions and takes off when overdue;

    6. follows up and ensure the on time renewal or termination of employment contract of outsourced  service employees

    7. record, upkeep and update the leave record of branch employees  handle and process the leave request of  employees as per the HR policy and procedure manual of  the company

    8. Collects manpower  requisitions from  different employment service  stations, summarizes and reports to the branch for further actions; 

    9. Compiles operational and personnel data for a report on performance of the employment service of the branch;

    10. Assists in leave administration; checks and calculates leave balances; processes disciplinary measures on breach of company rules

    11. Distribute  official performance appraisal forms to different work units and  supervisors, gets them completed and signed as appropriate, collects and inspects them for possible error  before delivery for further processing;

    12. Issues processed clearances and work certificates to departed employees when employees terminate their employment contracts;

    13. Drafts letters, messages, memos, etc, of routine nature, fills in forms and  presents to supervisor  for review and signature;

    14. Processes regular and overtime staff attendance of the branch, summarizes on a daily and monthly basis,  produces and communicates reports for remuneration and other related purposes;

    15. Assists in training need assessment and in pre and post training evaluation;

    16. Collects, compiles and registers employee performance reports;

    17. Prepares and submits statistical reports on relevant personnel matters;

    18. Utilizes resource in areas of responsibilities as provided in annual work plan and budget within authorized limits;

    19. Performs other related duties as assigned by the immediate supervisor

  1. Minimum Requirement

    B.A Degree in HRM or Management or Accounting or other business related fields with 2 years related work experience .
