Background
The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centred on improving the livelihoods of smallholder farmers across the country for improved income, inclusiveness, resilience, and sustainability.
The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating platforms to better integrate partners and projects, and designing and directly leading several innovative/pilot interventions.
The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

Position summary:
The Advisor will provide strategic, analytical, and communication support to H.E. the Minister of Agriculture in articulating the Ministry’s policy priorities, achievements, and vision. The Advisor will be responsible for preparing high-quality analytical and policy-oriented reports, drafting speeches, statements, and talking points, and ensuring that the Ministry’s messages are coherent, evidence-based, and aligned with national development goals.
The Advisor will closely work with technical directorates and development partners and will contribute to strengthening evidence-based policymaking, enhancing the Ministry’s institutional visibility, and improving the quality and consistency of communication with national and international stakeholders. The role requires outstanding writing, analytical, and communication skills, a solid grasp of agricultural policy and development dynamics in Ethiopia, and the ability to translate complex technical and policy issues into clear, compelling narratives that inform decision-making and public engagement.
This position reports to H.E. the Minister of Ministry of Agriculture.
Essential duties and responsibilities:
Lead the preparation of high-quality analytical and narrative reports that communicate the agriculture sector’s performance, policy directions, and outcomes.
Develop clear, compelling, and evidence-based content, including reports, briefs, and presentations for the Minister.
Coordinate data and information gathering across MoA directorates, agencies, and regional bureaus to ensure reports are comprehensive, factual, and timely.
Design report structures, outlines, and content frameworks that reflect institutional priorities and meet diverse audience needs.
Edit and refine content to ensure clarity, coherence, and adherence to professional and editorial standards.
Integrate visuals, infographics, and other communication tools to enhance the readability and policy relevance of reports and publications.
Prepare well-structured speeches, statements, and talking points for the Minister in both Amharic and English, ensuring alignment with the Ministry’s strategic messages and national priorities.
Draft briefing notes, media statements, and key messages for high-level meetings, conferences, and official events.
Support the Minister in articulating evidence-based positions during engagements with the Prime Minister’s Office, the Macro Economy Committee, the Parliament, academia, and development partners.
Provide strategic communication advice to strengthen the Ministry’s visibility, coherence, and influence across national and international platforms.
Develop concise and evidence-based policy briefs, issue notes, and summaries that inform decision-makers and partners.
Facilitate policy dialogues, review meetings, workshops, and learning sessions to validate findings and promote shared understanding.
Support knowledge management and institutional learning by ensuring strategic documentation of lessons and best practices.
Carry out additional assignments as directed by the Minister, ensuring quality and timely delivery.
Required qualifications, competencies, skills, training, and experience:
Minimum of MSc Or PhD in Agricultural Economics, Agricultural Communication and Innovation for Development, Policy Analysis, Monitoring and Evaluation, Development Studies, or related fields.
At least 12 years of relevant professional experience for MSc holders or 6 years for PhD holders, preferably in agricultural policy analysis, strategic reporting, or advisory roles within government, research institutions, or international organizations, out of which 6 years in leadership and management position.
Demonstrated expertise in report compilation and preparation of policy briefs for senior-level decision-making.
Strong analytical, writing, and communication skills with the ability to translate complex data into actionable insights.
Excellent proficiency in English and Amharic, both written and spoken.
Deep understanding of national agricultural priorities, institutional frameworks, and policy processes.
Strong interpersonal skills, with the ability to work collaboratively across disciplines and institutions.
Ability to deliver high-quality outputs under tight deadlines and in fast-paced environments.
Strong set of personal values, including integrity, honesty and desire to be of service
Experience in the agriculture and/or development sectors preferred.
