The purpose of the officer position is to provide support for the implementation of logistics functions at Amhara Area Office, based at Gondor and in compliance with NRC’s policies, donor rules and regulations.
Generic responsibilities:
Responsible for the effective management of the supply chain process by ensuring adherence to country and NRC regulations
Provide training to project staff in logistics matters
Specific responsibilities
Procurement
Maintains an up-to-date electronic record of all correspondence related to purchase orders, requisitions, and Good Received Notes (GRN) and records.
Support the tender opening committee (both online and manual processes) when it comes to preparing and mobilizing resources.
Warehouse and Stock Management
Provide support to the warehouse team and make sure systems and reporting is in place to allow effective storage and distribution of transit/centralized stock.
Make sure stock management systems are implemented and all key staff know and adhere to policies.
Support in monitoring projects stock levels and advice on appropriate stocking and replenishment to meet project demands.
Oversee the stock management of items and ensure that minimum standards are enforced in the management; inventory and transportation.
Ensure warehouse and stocks are secure, well managed and documented. Improve on and ensure accuracy of reporting and tracking database (Stock Report).
Ensure regular rotation of stocks ensuring limited losses due to expiration/damage.
Assist in the preparation of analysis and reports on inventory tracking, movements, etc. Analysis, reporting and follow up of such findings.
Oversee routine physical stock counts, document discrepancies and report losses to the Roving Area Manager.
Ensure receipt and reconciliation is done for all stocks which have been transferred from the warehouse to another NRC fields locations.
Assets
Assist the Country office logistics unit in;
Ensuring a centralized assets register is maintained; ensure that all office and program assets are logged. For all assets maintain tracking system and ensure all assets are issued with unique NRC asset number/asset tag and are tracked.
Ensuring assets and property are effectively managed, assets list is updated regularly, and assets are disposed of according to NRC/donor regulations. Ensure annual (or bi-annual) asset checks are completed; damage and losses are reported immediately.
Ensuring donor reports for assets are timely completed and submitted to the Finance/Programme and other departments as appropriate.
Ensuring appropriate and timely disposal of assets as necessary according to NRC/donor standards and regulations.
Transport & Fleet
Assist the country office logistics unit in ensuring management of fleet is in line with NRC standards; ensure that appropriate allocation and safe use of vehicles is achieved throughout the program and ensure servicing and maintenance schedules are adhered to.
Support the country office logistics unit in ensuring transport services are cost efficient and reliable. Ensure the efficient coordination timely delivery of supplies to projects.
Professional competencies:
BA Degree in Logistics and Supply Chain Management or similar
Minimum of 3 years’ experience from working as a logistician in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Fluency in English, both written and spoken
Context/ Specific skills, knowledge, and experience:
Willing to travel to remote areas, ability to work flexibly including weekends
Willingness to travel and work in rural locations and live in basic conditions.
