To lead and coordinate organizational planning, performance monitoring, evaluation, and information management systems to ensure effective implementation of strategic plans, evidence-based decision-making, and continuous organizational improvement.
Key Duties and Responsibilities
1. Planning
- Lead the preparation of strategic, annual, and operational plans aligned with organizational goals.
- Coordinate departmental plans and consolidate them into an integrated organizational plan.
- Ensure plans include clear objectives, targets, timelines, and performance indicators.
- Support management in translating strategic goals into measurable action plans.
2. Monitoring & Evaluation (M&E)
- Design and implement monitoring and evaluation frameworks, tools, and methodologies.
- Track implementation progress of plans, projects, and programs against approved targets.
- Analyze performance data and prepare periodic performance reports.
- Identify performance gaps, risks, and corrective actions and present recommendations to management.
- Coordinate evaluations, reviews, and lessons-learned exercises.
3. Information & Data Management
- Establish and manage organizational data collection, storage, and reporting systems.
- Ensure accuracy, consistency, and timeliness of organizational information.
- Maintain performance dashboards, databases, and management information systems (MIS).
- Provide reliable data and analysis to support decision-making and policy formulation.
4. Reporting & Communication
- Prepare and submit monthly, quarterly, and annual performance reports.
- Develop analytical briefs, summaries, and presentations for senior management and stakeholders.
- Ensure compliance with reporting requirements of governing bodies, donors, or regulators.
5. Coordination & Capacity Building
- Coordinate with departments to improve planning, monitoring, and reporting practices.
- Provide technical guidance and training to staff on planning, M&E, and data management tools.
- Promote a results-based management and performance-driven culture.
6. Leadership & Management
- Lead, supervise, and evaluate division staff performance.
- Develop work plans and ensure efficient use of resources within the division.
- Ensure compliance with organizational policies, procedures, and ethical standards.
Key Performance Indicators (KPIs)
- Timely preparation and approval of organizational plans
- Quality and timeliness of performance reports
- Accuracy and reliability of organizational data
- Percentage of plans and projects monitored as scheduled
- Implementation of corrective actions based on monitoring findings
Skills & Competencies
- Strong analytical and strategic planning skills
- Knowledge of M&E frameworks, KPIs, and performance management systems
- Excellent report writing and presentation skills
- Proficiency in data analysis tools and MIS
- Strong leadership, communication, and coordination skills
Education
- Bachelor’s degree in Economics, Management, Development Studies, Statistics, Public Administration, Project Management, or a related field
- Master’s degree is an added advantage
Experience
- Minimum of 6 years of relevant work experience
- At least 2–3 years in a managerial or supervisory role
