  2. Job Summary

The Health MEAL Officer is responsible for designing, implementing, and coordinating the Monitoring, Evaluation, Accountability, and Learning activities of the Health/EPI program. This role ensures effective tracking of project progress, data quality, outcome measurement, and the integration of lessons learned to enhance program performance and contribute to evidence-based decision-making. 

  1. Duties and Responsibilities

    1. Planning
      1. Personal Planning
  • Develop yearly, quarterly and monthly activity plans and upload them on time.
  • Prepare monthly activity report in the last week of every month before salary is effected.

Data Management, Monitoring, Data Collection and Evaluation 

  • Develop tools for monitoring demand generation activities and ensure accurate documentation of immunization records at all levels.
  • Design and implement data collection tools for tracking zero-dose children and support data analysis and reporting on immunization coverage and vaccine-preventable diseases.
  • Facilitate cold chain functionality assessments and support periodic evaluations, including end-line assessments, to measure immunization uptake and service quality.
  • Regularly monitor project progress, work with field offices to facilitate data collection, and collaborate on reporting and assessing immunization outcomes.
  1. Capacity Building, Data Quality Assurance and Feedback
  • Provide training and technical support for digital micro-planning and data management, ensuring quality data collection and triangulation for immunization service delivery.
  • Monitor and assess immunization data quality, including cold chain functionality and PIRI activities, to ensure accurate reporting and program effectiveness.
  • Guide health workers in using tools like the RI Tool to improve immunization outcomes, promoting data-driven decision-making.
  • Coach and mentor staff on MEAL best practices, support data collection standards, and follow up on implementing community feedback mechanisms to ensure accountability in immunization efforts.
  1. Reporting, Documentation and Learning
  • Assist in tracking output indicators, compile quarterly and bi-annual reports, and submit regular bi-weekly and monthly progress reports on project activities.
  • Document case studies, success stories, and learning outcomes from demand creation, service delivery, and capacity-building activities.
  • Ensure all periodic project performance reports are submitted from the woredas, triangulate with zonal reports, and monitor report accuracy and completeness.
  • Prepare monthly and quarterly performance and MEAL reports, summarizing achievements and community feedback to enhance program impact.
  • Document and share supportive supervision reports, review meeting minutes, and ensure follow-up on actions identified during monitoring activities.
  • Perform other assignments and responsibilities as assigned by immediate supervisor.

C. Expected Deliverables and Outputs

  • Completed monitoring and evaluation plan, with well-defined indicators and targets.
  • Monthly, quarterly, and annual MEAL reports highlighting program progress, achievements, challenges, and recommendations.
  • Compiled quarterly and bi-annual out put indicators as per the result framework 
  • Data quality assessment reports and action plans to address identified gaps.
  • Mechanism for community feedback and accountability, with documented responses.
  • Regular field visit reports and documentation of best practices and lessons learned.

D. Required Qualifications and Skills

  • BSC/MPH/MSC degree in Public Health, Epidemiology, Statistics, or a related field; an advanced degree is a plus.
  • At least 5 years of experience in monitoring and evaluation, preferably within EPI and public health programs, should have at least 3 years of experience in routine immunization; experience with field-based MEAL is preferred.
  • Strong knowledge of MEAL methodologies, data analysis, and data visualization; familiarity with statistical software (e.g., DHIS2, SPSS) and data visualization tools (e.g., Power BI).
  •  Excellent verbal and written communication skills; ability to prepare clear, concise, and informative reports.
  • Strong analytical and problem-solving skills; attention to detail, organizational skills, and the ability to work independently and in team settings.
  • Willingness and ability to undertake frequent field travel.

E. Work Conditions and Requirements

  • Full-time position based in head office, with frequent travel to the project areas.
  • Flexibility to work outside regular hours during critical evaluation periods or field assessments.
  • Ability to meet reporting deadlines 

F. Cross-cutting issues

The Health/EPI MEAL Officer must adhere to organizational policies, including the code of conduct, safeguarding policies, and data protection regulations. Ethical standards are expected, especially when handling sensitive data and engaging with beneficiaries.

Work Conditions and Requirements

  • Full-time position based in the regional office, with frequent field travel 
  • Flexibility to work outside regular hours, particularly during immunization campaigns or outbreak response.
  • BSC/MPH/MSc in Public Health, Epidemiology, or a related field
  • A minimum of 8 years of relevant work experience in immunization and public health program management should have at least 5 years of experience in routine immunization with field experience in EPI coordination.
  • Strong knowledge of EPI strategies, TOT certificate on Immunization, cold chain management, data analysis, and health information systems.
  • Strong organizational, management, and communication skills to collaborate with partners and decision-makers at the  regional, zonal, and woreda level
  • Strong leadership, problem-solving, and team management skills; proficient in Microsoft Office and data management tools.
  • Demonstrated experience working within the region and familiarity with the region
  • Proven ability to use adult learning techniques to facilitate training, supportive supervision and technical assistance 
  • Demonstrated ability to be a team player, to lead teams, and to organize multiple activities simultaneously; ability to communicate and negotiate competing demands on time from managers and work effectively with distributed teams. 
  • Computer skills, including Microsoft Word, Excel, and PowerPoint, and familiarity with DHIS2
  • Excellent written and verbal communication skills in both English and local languages.
  • Willingness and ability to undertake frequent field travel
