ORGANIZATIONAL OVERVIEW 

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Head, PMEL Department position who meets the following requirements.

Job Summary

The Deputy Head of Finance and Budget is responsible in assisting the oversight of financial operations, ensuring compliance with regulations, and maintaining financial stability in the institution. This role involves assisting in budget preparation, financial reporting, treasury management and internal controls. This role also plays a key role in ensuring accurate financial record-keeping, managing audits, financial systems and processes, and ensuring adherence to public finance management. Additionally, the role requires supervising finance staff, improving financial systems and processes, and ensuring adherence to public sector financial policies and international accounting standards. 

Duties and responsibilities

Budget Planning & Execution

  • Assist in preparing the institution’s annual budget based on strategic priorities.

  • Monitor budget execution and ensure expenditures are within approved limits

  • Ensure compliance with government budgeting policies and donor requirements.

  • Facilitate budget adjustments and reallocation when necessary.

    Financial Planning and Budgeting

  • Ensure the accurate recording of financial transactions in the institution’s financial system.

  • Assist in preparing monthly, quarterly, and annual financial reports for management, government agencies, and donors.

  • Oversee cash flow forecasting to ensure sufficient funds for operations.

  • Conduct financial analysis to support decision-making and cost optimization.

  • Ensure compliance with Public Finance Management or other applicable standards.

  • Support external and internal audits, ensuring timely responses to audit queries

    Treasury & Cash Management

  • Support external and internal audits, ensuring timely responses to audit queries

  • Oversee fund disbursement processes and ensure timely payments to suppliers and employees.

  • Monitor bank accounts, reconciliations, and cash balances.

  • Ensure proper authorization and documentation for all payments.

  • Optimize cash flow management and financial sustainability.

    Expenditure Management:

  • Supervise review and validate payments 

  • Ensure expenditures align with the approved budget and financial regulations.

  • Strengthen internal controls to prevent fraud and financial mismanagement.

  • Collaborate with the procurement team to ensure cost-effective and transparent purchasing.

    Payroll & Compensation Oversight:

  • Ensure the accurate and timely processing of payroll, benefits, and deductions.

  • Monitor compliance with tax laws, pension contributions, and other statutory deductions.

    Financial Compliance & Risk Management

  • Ensure adherence to financial policies, regulations, and donor requirements.

  • Identify financial risks and recommend mitigation strategies

  • Develop and implement improvements in financial procedures

  • Support the institution’s internal audit function by providing financial data and insights.

    Team Leadership & Capacity Building:

  • Supervise finance and budget staff, ensuring clear roles and responsibilities

  • Provide training and mentorship to finance team members.

  • Promote collaboration between finance, procurement, HR, and other departments.

  • Assist in hiring and evaluating finance personnel

  • Perform any other duties as assigned by your line manager

Specification:

Education and Work Experience: 

  • MA degree or PHD in Economics, Accounting and Finance , Business management or related field..

  • 9 years for Masters or 7 years for PHD (4 years in leadership position)

    In leadership, strategic Management, and program management, related job positions.

Know-How (Skills) (Technical competencies)

  • In-depth knowledge of financial principles, accounting standards, and financial regulations.

  • Strong analytical and problem-solving skills, with the ability to interpret complex financial data.

  • Excellent leadership, communication, and interpersonal skills.

  • Proficiency in financial management software and Microsoft Office Suite.

  • Ethical mindset with a commitment to transparency, integrity, and responsible financial practices.
