ORGANIZATIONAL OVERVIEW 

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Project Finance Expert position who meets the following requirements.

Job Summary

The Project Finance Expert is responsible for overseeing financial planning, budgeting, expenditure management, and compliance with government and donors financial regulations.  This role involves financial planning, budgeting and financial reporting for the treasury and donor funds. The Project Finance Expert works closely with managers, ensuring projects are financially viable, expenditures are controlled, and financial goals are met, contributing significantly to donor fund success and financial sustainability. 

Duties and responsibilities

Financial Planning:

  • Collaborate with department managers to align financial plans with donor fund objectives and organizational goals.

    Budgeting and Cost Control:

  • Prepare project budgets, monitoring expenses and ensuring adherence to budgetary constraints.

  • Implement cost control measures, analyzing variances and recommending corrective actions when necessary.

    Financial Analysis:

  • Conduct financial analysis for donor funds, treasury funds and evaluating financial performance.

  • Provide insights and recommendations based on financial analysis to enhance the adherence of PFM and donor’s rules and regulations.

    Financial Reporting:

  • Prepare accurate and timely financial reports for donors and government regulatory bodies, including financial statements and budget variance analysis.

  • Present financial reports to stakeholders, explaining complex financial data in a clear and understandable manner.

    Risk Management:

  • Identify financial risks associated with donor funds and develop risk mitigation strategies.

  • Develop and implement risk mitigation strategies to safeguard the organization's financial interests.

    Financial Compliance:

  • Ensure compliance with financial regulations, accounting standards, internal policies and donor’s rules and regulations.

  • Coordinate with auditors for audits, providing necessary documentation and support.

    Stakeholder Communication:

  • Communicate financial information effectively to stakeholders (donors and government regulatory bodies), addressing financial queries and providing relevant data.

  • Collaborate with cross-functional teams, fostering effective communication and coordination.

    Cross-functional Collaboration:

  • Collaborate with other departments to understand their donor based financial needs and expenses

  • Provide financial support and analysis for departments as required.

  • Perform any other duties as assigned by your line manager

Education and Work Experience: 

  • Masters or BA degree in accounting, economics, Business or related field
  • 7 years and Bachelor | 5 years and Masters

Knowledge:

  • Knowledge of Donors rules & regulations and   financial implementation manuals
  • Knowledge of tax laws
  • Knowledge of Payroll preparation
  • Knowledge of donor financial reporting procedures &formats
