The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant position the details of which are mentioned below. 

About the Ethiopian Red Cross Society 

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 14 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

  • Reports to:  Director Finance Department 
  • Terms of employment:  Permanent after probation period 

II. Job Summary

Under the general direction and guidance of the Finance Director, the Grants, Budgeting and Compliance Manager plans, organizes, directs, coordinates and controls the activities of the Division; The Grants Manager will contribute to achieving high quality programming by ensuring effective grants management including, compliance requirements, reporting, timely and quality proposal development, and internal and external communication. The Grants Officers, ensures ERCS programme/support teams are fully informed of relevant donor compliance regulations and ERCS procedures, manages donor and other external reporting, and coordinates grant revisions. 

III. Specific Duties and Responsibilities 

  • Plans, organizes, directs, coordinates and controls the grant management activities of the ERCS 

  • Serve as the primary point of contact for donors, funding agencies, and partners on financial matters related to grants, budgeting, and compliance.

  • Work closely with other departments to ensure financial alignment with project activities and ensure smooth implementation of grants and programs.

  • Ensure disbursements are in compliance with society’s rules, contracts, agreements, and other guidelines. 

  • Ensure that the accounting is done in compliance with the relevant donor requirements on financial issues/financial management

  • Manage the financial closeout process for completed grants, ensuring all financial transactions are recorded, reports are finalized, and any remaining funds are returned or allocated as per agreements.

  • Assist with efficient program delivery by implementing budgeting systems and expense tracking mechanisms which are compatible with ERCS accounting systems and donors’ reporting requirements.

  • Assist with interpretation of financial reports by providing variance analysis, helping with reporting to donors and decision making by senior management.

  • Ensure that all project expenditure authorization process is as per approved limits.

  • Assist in preparation of annual budgets and financial planning by providing projections of administrative expenses.

  • Ensure availability of funds in each budget head by monitoring balances and reporting on codes running low.

  • Assist the Accounting unit with allocation of expenses to appropriate donor and account codes, allowing for easier comparison with project budgets.

  • Serve as a connection between other units and the program department on financial matters such as budget submission, clarification of financial policies and provision of reports.

  • Assist program department with proper use of project funds by reviewing expenses allocated to each project/activity.

  • Regularly ensure that all program budgets are re-prioritized in line with available funding.

  • Perform delegated responsibilities on all financial matters to ensure that internal control is in line and effective as required.

  • Performs other related duties and responsibilities of the work unit as assigned by the Finance Director.

IV. Job Specification

  • Second/ First degree in Accounting/ Accounting & Finance & Accounting Software

  •  8/10 years of relevant work experience, out of which 4/6 years in managerial position/s
