Main Purpose/Job Summary:-
The Data manager will assist project team members with their data collection tools and further processes of compilation, reporting and analysis of information. defining, coordinating and monitoring all data related activities including data collection, analysis, reporting, monitoring and evaluation processes according to MSF protocols, standards and procedures in order to ensure quality medical care for patients and their communities and to improve the health condition of the population.
General Accountabilities:
With the support of the Mission Epidemiologist, creating, reviewing and adapting data collection tools according to the project indicators, and coordinating the development, implementation and follow up of Standard Operating Procedures (SOPs) for documentation. Developing and implementing data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information
Providing technical support to the medical team and data entry staff in the implementation of routine data recording, collection and entry for the selected project indicators in clinics and/or hospitals and/or health centers. Organizing and implementing or providing technical support in the establishment of monitoring tools for new activities as initiated in the project.
On a monthly, quarterly or basis of request, implementing detail analysis of recorded data for key indicators for the project in order to facilitate the definition, redefinition or reorientation of project activity. This will also include analysis of the district’s (MoH) cohort data, whenever available. Following the analysis, identifying and reporting any new and interesting indicators for review with the medical team for potential follow up where relevant.
Managing and supervising the work of the data team personnel for quality assurance including identification of training needs and providing coaching for the staff on issues related to data
Planning and supervising, with support of the HR department, the associated HR processes (recruitment, training/induction, evaluation, potential detection, motivation, development and internal communication) the data team in order to ensure having the appropriate team in terms of size, capabilities and skills
Participating in meetings and/or trainings as requested scheduled by manager or MSF. This includes but is not limited to MSF internal meetings and/or trainings, and local, regional, or international meetings and/or trainings
On a monthly basis and in collaboration with the medical team, preparing and submitting summary reports on analysed data for both MoH and MSF and preparing and implementing MSF internal monthly or quarterly medical data presentation, including facilitation of team reflection and sharing of updates to promote team dynamism and reactivity
Performing additional activities whenever needed and as requested by the supervisor

To create, review and adapt data collection tools, with the support of the mission Epidemiologist
Brief and train new staff (International Mobile and Locally Recruited Staff) on OCA DHIS2 system, including HIS configuration and ensures effective implementation, in collaboration with the Coordination Epi
Providing an onboarding process for medical data within the mission that includes use of DHIS2 and encouraging the sharing of knowledge and expertise on using HIS within the mission.
Makes regular analysis on the quality of data, gives regular feedback on discrepancies identified and addresses factors that affect the quality of data to the data supervisors/data encoders and supports the MTL/MAM in extracting data MMR and quarter report.
Give orientation to staff on the SOP for data archiving and supports the MTL/Medco in ensuring that different files are transferred to the designated archiving places.
Support development of log frame indicators, targets and ensures data sources for all indicators are available.
Monitor key performance indicators (KPIs) and program indicators and Translate findings into actionable recommendations for coordination and project teams.
On request, support the mission emergency planning, assessment and response
Identify trends, anomalies, and programmatic gaps using both quantitative and qualitative data.
Develop dashboards and visualization tools (using Power BI, DHIS2, GIS, or R/Python) to facilitate data-driven discussions during medical and operational meetings.
Identify trends, anomalies, and programmatic gaps using both quantitative and qualitative data and Provide evidence-based recommendations for program adaptation, scale-up, or phasing out.
Provide technical coaching on Excel, Power BI, DHIS2, Kobo, Redcap, and other information systems to the project team.

Remuneration and Benefits:
Starting Base salary (N+0) –USD 1509, payable in Ethiopian Birr (ETB).

Job Requirements
Requirements:-
Education
Essential: Masters degree in Epidemiology, Biostatistics or Public Health with extensive training in statistics and epidemiology
Desirable: Specialization or training in tropical diseases, monitoring and evaluation, or health information systems
Experience
Solid knowledge of DHIS2 or similar health information systems.
At least 2 years of experience in M&E/Data Management & Research
Advanced computer skills (Microsoft Office and other work programs).
Proficiency in statistical software (R, Stata, or Python).
Strong experience with data visualization tools (Power BI, GIS).
Languages
Fluency in English required
Mission working language is essential
Knowledge
Advanced data analysis skills
Knowledge of statistical software’s such as R programming, Power BI, is an asset
