Project Background
JSI plans to evaluate the implementation progress, fidelity, and impact of primary healthcare reforms (including Health Post restructuring into BHPs/CHPs, Networks of Care, Village Health Leaders, and RMNCH service delivery platforms) under the Gates Foundation-funded IPHCSD and SSD projects across Ethiopia. The evaluation utilizes tablet-based tools for quantitative health facility audits, household surveys, and observations. This comprehensive assessment will be conducted across project implementation woredas in 8 regions of Ethiopia (Afar, Amhara, Central Ethiopia, Oromia, Sidama, Somali, Southwest Ethiopia and South Ethiopia), covering both agrarian and pastoralist contexts.
Core Responsibilities
Training & Pre-Testing: Attend and successfully complete a comprehensive data collector training workshop and field pre-testing.
Health Facility Audits: Conduct tablet-based quantitative field surveys at Health Posts, Health Centers, and Primary Hospitals.
Household Surveys: Administer structured household survey modules with eligible mothers and caregivers regarding RMNCH service uptake, child immunization, and self-care packages.
Infrastructure & Supply Audits: Perform physical observation audits of facility infrastructure, solar/water sources, vaccine refrigerators, and essential tracer drug stockouts.
Data Quality & Sync: Ensure daily synchronization and submission of completed, error-free electronic survey forms to the central server.
Ethical Compliance: Maintain strict compliance with human subject protection, informed consent protocols, and respondent confidentiality.
Job Requirements
Educational Background: BSc Degree in Public Health, Nursing, Midwifery, Health Informatics, Demography, or related health science fields.
Field Experience: Minimum 3 years of proven field experience in conducting quantitative health facility and household surveys in Ethiopia.
Technical Skills: High proficiency in operating mobile electronic data collection platforms (SurveyCTO, or KoboToolbox).
Language Skills: Fluency in written and spoken English and Amharic. Working proficiency in regional languages (Afan Oromo, Afar, or Somali) is highly required depending on deployment region.
Domain Knowledge: Demonstrated understanding of Ethiopia's Primary Health Care (PHC) structure and Health Extension Program (HEP) optimization.
