Job Description
The e-Learning for Strengthening Higher Education is a project led by MoE in partnership with Mastercard Foundation, Arizona State University, and Shayashone PLC. It is one of the transformative projects under the ministry with the primary mission of supporting Ethiopian higher education institutes to realize digital education. Along this trajectory, the e-SHE addresses critical ecosystem-level issues that undermine the teaching and learning process, quality of education, and act as a barrier to the transformational aspirations of the education sector. Building on e-SHE’s successes and lessons, the Higher Education Delivery Excellence Enhancement Program (HDEEP) aims to strengthen Ethiopia’s higher education system by addressing gaps in quality, relevance, equity, and efficiency. As an extension of the e-SHE project, the program focuses on enhancing universities’ capacity to deliver higher education reform initiatives that improve quality, access, and equity, ultimately fostering graduate employability and an entrepreneurial mindset.
Its main intervention areas include: (1) strengthening universities’ implementation capacity through delivery units, leadership development, and institutionalized teaching and learning centers; (2) developing reform-oriented policies, guidelines, and manuals to enhance quality and sustainability of higher education ; (3) building capacity in monitoring, evaluation, and data- driven supervision to improve performance; and (4) advancing leadership development to enhance governance, teaching quality, and graduate employability. Together, these interventions aim to build a more effective, inclusive, and future-ready higher education ecosystem in Ethiopia.
Job Summary
The Quality assurance and accreditation expert is responsible for strengthening the quality, relevance, consistency, and continuous improvement of academic programs across higher education institutions.The Manager will support universities in the development, review, and enhancement of academic programs in alignment with institutional priorities, national higher education requirements, labor market needs, and relevant national and international quality standards. The role will lead and coordinate quality assurance, academic standards, institutional/program review, and accreditation-related activities, while providing technical guidance and capacity building to academic leaders, faculties, departments, and quality assurance units.
Academic Program Development and Review
- Coordinate the design, review, revision, and enhancement of academic programs to ensure alignment with institutional strategies, national priorities, regulatory requirements, and evolving labor market needs.
- Support faculties and departments in preparing and reviewing academic program proposals, curricula, learning outcomes, assessment approaches, and program structures.
- Promote evidence-based curriculum development and periodic academic program evaluation.
- Facilitate benchmarking and sharing of good practices in academic program development and delivery.
Quality Assurance and Continuous Improvement
- Support the development and implementation of institutional quality assurance policies, frameworks, standards, procedures, and improvement mechanisms.
- Coordinate institutional and program-level quality reviews, internal assessments, academic audits, and quality improvement activities.
- Analyze academic quality indicators and institutional assessment findings and translate evidence into practical improvement actions.
- Strengthen institutional systems for continuous quality improvement and accountability.
Academic Standards and Compliance
- Promote adherence to institutional academic policies, standards, regulations, and quality requirements.
- Provide technical guidance on curriculum design, teaching and learning, assessment, academic integrity, and other academic quality matters.
- Support institutions in benchmarking academic programs against relevant national, regional, and international standards.
- Contribute to the development and review of academic policies and standards that enhance consistency and quality across institutions.
Accreditation and External Quality Review
- Coordinate institutional and program-level accreditation and external quality review processes.
- Support the preparation of self-evaluation reports, evidence portfolios, accreditation documentation, and corrective action plans.
- Liaise with relevant regulatory and quality assurance bodies and coordinate institutional responses to accreditation requirements.
- Monitor implementation of accreditation recommendations and support institutions in addressing identified gaps.
Monitoring, Evaluation, and Quality Reporting
- Develop and strengthen systems for monitoring academic performance, program effectiveness, and quality improvement.
- Coordinate institutional self-assessments and quality reviews and synthesize findings for management decision-making.
- Prepare analytical quality assurance, academic standards, and accreditation reports.
- Track institutional improvement plans and support timely implementation of agreed actions.
Capacity Building and Stakeholder Engagement
- Organize training, workshops, coaching, and technical assistance on curriculum development, quality assurance, academic standards, and accreditation.
- Strengthen the capacity of university leaders, academic staff, and quality assurance personnel to implement quality improvement systems.
- Collaborate with academic departments, external quality agencies, employers, alumni, professional bodies, and other stakeholders.
- Represent the program/institution in relevant quality assurance, accreditation, curriculum, and higher education forums.
Required Qualifications
Education and Experience
- Master’s degree in Education, Higher Education Administration, Quality Assurance, Curriculum and Instruction, Academic Planning, or a related field (PhD in a relevant field is preferred)
- At least 5–8 years of progressively responsible experience in higher education, quality assurance, academic program development, curriculum development, accreditation, or academic planning.
- Professional certification or specialized training in quality assurance, accreditation, curriculum development, or higher education management is an advantage.
- Demonstrated experience coordinating institutional or program-level quality assurance or accreditation processes.
Technical Competencies
- Thorough understanding of higher education quality assurance frameworks, academic standards, and accreditation processes.
- Strong knowledge of curriculum design, academic program development, learning outcomes, and program evaluation.
- Understanding of national and international higher education regulatory and quality standards.
- Strong institutional assessment, quality review, and continuous improvement skills.
- Ability to analyze quality evidence and translate findings into institutional improvement strategies.
- Strong report writing, documentation, analytical, and project management skills.
- Proficiency in Microsoft Office and relevant quality management or institutional information systems.

Working Conditions
- Office-based in Addis Ababa with regular travel to participating universities and regions.
- Regular participation in institutional assessments, quality reviews, accreditation activities, workshops, and stakeholder consultations.
- Occasional work outside regular business hours may be required to meet accreditation and program implementation deadlines.
