SAVE THE CHILDREN INTERNATIONAL (SCI, Ethiopia) is the world’s leading independent non-profit organization for children intends to enter an agreement with Consultant Firm for Baseline Evaluation on Strengthening Climate Smart Sustainable Livelihoods for Women and Children Affected by Climate Change in Somali and Amhara Regions.
Therefore, interested Consultant Firm that have experience in the sector are invited to submit their proposal to provide the requested service. The detail criteria are included in the TOR Terms of Reference for Baseline Study Consultant
Submission Requirements
Qualified individuals or firms are invited to submit a proposal in response to this Terms of Reference no later than 29th September 2025. The proposal should be typed in Arial 12-point font. The proposal submission should include each of the following sections in the specific order listed below in order to be considered for this consultancy:
The technical proposal should reflect how the applicant would undertake all the tasks in Section 4.2 Scope of work, 4.3 Methodology, and 4.5 Tasks. The applicant will provide a detailed plan of specific activities and timetable for carrying out the assignment and data collection and analysis activities.
The applicant or consultancy firm shall provide a summary of organizational capacity to conduct baseline studies. Having done baseline studies in the climate smart sustainable livelihoods will be an added advantage.
The applicant shall list and describe the name(s), qualifications and responsibilities of the multi-disciplinary staff proposed to work on the assignment. (CVs of proposed personnel should be included in an annex and not counted toward the page limit). The proposed team must include a Lead Consultant who has extensive experience of working in climate change, sustainable livelihoods, and disaster risk reduction. The applicant or consultancy firm has related qualifications with expertise in baseline assessment and evaluating projects in multiple regions, especially high-risk regions. Gender equality as cross cutting issue is to be considered in the gender composition of the assessment team and in the interviews during field work. Other recommended team members include analysts familiar with quantitative and qualitative data analysis; data entry team; and survey enumerators.

The following instructions need to be followed when submitting proposals:
Technical document should be submitted in a soft copy by email to ethiopia.bidsubm@savethechildren.org and Financial proposals should be submitted in a hardcopy format sealed envelope within the stated deadline.
A cover letter expressing interest in the services and briefly stating which package is being applied for. (Maximum 2 pages)
The Supplier confirms it is fully qualified, licenses and registered to trade with Save the Children. This includes the bidder submitting the following requirements: Legitimate business address, Tax registration number & certificate, business registration certificate and renewed business license.
All other technical documents requested in the TOR.
Potential consultants’ firms may obtain the TOR from Ethio jobs link until the proposal submission date.
Technical documents should be submitted by soft copy and financial proposals must be submitted in a hardcopy format in a sealed envelope and in person to the address specified below. The “bidders’ name, address, and the tender reference number and title as stated above. The tender must be submitted to SCI by September 29, 2025.
SCI reserves the right to accept or reject this bid, in partial, or in its entirety.
