Background 

Professional Alliance for Development/PADet is an indigenous, non-partisan, non-governmental organization established in 1998 with the main objectives of improving the situation of poor and vulnerable children, youth, and women through implementing programs of Food Security and Livelihood, Peace Building, RH/HIV/AIDS, Social Accountability, Gender Equality and Women Empowerment and Child Protection/Development. The organization has several programs in Oromia, Amhara and Afar regions and in Addis Ababa city administration. 

Professional Alliance for Development (PADet), with financial and technical support from UNDP Ethiopia, is implementing the project “Future Smart: Transforming the Public Sector for Better Child Protection and Development.” The programme aims to strengthen institutional capacity, service delivery quality, and public infrastructure conditions to ensure gender-responsive and child-friendly services

A needs assessment conducted at Bole Woreda 7 Public Service Compound identified critical gaps in sanitation, accessibility, and safety. The current bathroom facilities are non-functional, unclean, and inaccessible for persons with disabilities, pregnant women, lactating mothers, and other vulnerable users. This negatively affects service utilization, dignity, and health outcomes.

PADet requires a qualified and experienced construction/renovation firm to design, renovate, and construct inclusive, safe, and accessible bathroom facilities that meet national building standards and PADet’s environmental and social safeguards

OBJECTIVES OF THE SERVICE / WORK

The objective of this assignment is to renovate and upgrade existing sanitation structures and construct new inclusive bathroom facilities that adhere to universal accessibility standards, improve hygiene, and strengthen the service delivery environment within Bole Woreda 7.

Requirements 

The service provider will be required to have the following:

• Legally registered construction/civil works firm.
• At least 3 years of proven experience in similar rehabilitation or small-scale construction projects.
• Evidence of at least three (3) successfully completed projects of similar nature.
• Demonstrated capacity (technical, financial, and human resources) to deliver within timeline
• Licensed Civil Engineer or Sanitary Engineer (Team Lead).
• Architect knowledgeable in inclusive design.
• Skilled technicians (plumbers, electricians, masons, tilers).
• Occupational health and safety compliance capacity
• Financial and technical proposal in a separate document.
